Job Description:
DHHS contributes to the lives and health of Nebraskans every day in a variety of ways and settings. Our mission, "Helping people live better lives," provides the motivation to make a difference. The Director will play an important role in furthering this mission by serving as the central procurement authority for DHHS, establishing organizational goals and policies, and increasing effectiveness of procurement initiatives and coordinated efforts within DHHS Divisions.
Location: This position will be located at the Nebraska State Office Building in Lincoln, Nebraska.
Salary: The salary for this position begins at $110,000 annually. Salary will be commensurate with education and experience, if approved.
Responsibilities:
This position is responsible to strategically plan, develop, implement, direct and evaluate DHHS' procurement functions and performance.
- Advise DHHS Divisions on economic trends, market conditions, business practices and policies, and regulation and legal compliance for appropriate procurement and contractual procedures.
- Establish cross-divisional procurement stakeholder groups to drive improved sharing of ideas and procurement planning efforts.
- Research and develop specifications to assist DHHS Divisions in obtaining quotes, bids and proposals for various goods and services through the establishment of an enterprise procurement support team.
- Review, monitor and implement contract requirements, terms, conditions, revisions and amendments in coordination with Legal Services.
- Develop, publish and update agency-wide procurement and contract management guides and training materials.
- Lead a team of buyers, managers, and support staff to meet agency purchasing needs while leveraging and maximizing overall procurement, contract, and acquisition needs.
Requirements/Qualifications
Minimum Qualifications: Bachelor's degree in Business Management, Business Administration or relevant field of study and 7 plus years of experience in local, state, federal, major university system or private sector procurement field.
Preferred Qualifications:
- Master’s degree in Public Administration, Business Administration, Law, or a related field.
- Progressive supervisory, management, and leadership experience in a procurement, contracting, or compliance setting.
- Juris Doctor (J.D.) or comparable legal training with demonstrated experience in public procurement, contract law, administrative law, or regulatory compliance is strongly preferred.
- Experience providing legal interpretation of procurement policies, statutes, or administrative codes within a governmental, university, or regulated environment.
Knowledge/Skills/Abilities:
Successful candidates will have knowledge of principles and practices of procurement, distribution, inventory and contract management; be a proven team player with strong relationship building and communication skills with stakeholders at all levels; strong independent judgment and decision-making skills; high level of organizational skills, initiative and attention to detail; ability to advise on procurement best practices and resolve concerns effectively; ability to consistently interpret and apply policy, procedures and guidelines; ability to perform statistical and cost-benefit analysis; and a proven leader able to coach, develop, and motivate team, and align organizational design as needs change.
