Position Summary:

Leads the Export Control/Compliance function for the Aerospace Group (AAG). This role oversees export compliance programs across all divisions (combined Parker and Parker-Meggitt) within the Aerospace Group. Responsible for ensuring compliance with government laws and regulations and company policies relating to international trade, particularly International Traffic in Arms Regulations (ITAR) and the Export Administration Regulations (EAR) and similar international regulations. Ensures efficient coordination and consistency of compliance programs across the divisions. Consults with and advises Division leadership on compliance matters to ensure appropriate review of potential liabilities and collaborates with group and corporate leadership regarding potential non-compliance reporting and corrective actions. Leads the Export Control Leadership Team (ECLT) comprised of EC leaders from each of the operating divisions, plus supporting functions to establish strategy and deploy tactical actions to drive continuous improvement and increased performance across the function.

Reports to the Aerospace Group Contracts Director or V.P of Program and Contract Management. Provides leadership to a large, complex, and geographically dispersed team. Indirect responsibility for approximately 17 people on the ECLT and 60 people across the entire AAG EC function. Regular interaction with Group Staff, Division Team Leaders, Division General Manager and staff, and external stakeholders.

  • Manages and is accountable for the performance of export compliance programs for all AAG Divisions. Responsible for Division implementation of and compliance with Parker export compliance policies and procedures. Provides cohesive leadership in export compliance for the AAG divisions. Leads multi-divisional export control/compliance team.
  • Investigates and resolves potential compliance issues and responds to questions from internal or external customers and government regulatory agencies. Prepares letters on behalf of Group/Division positions.
  • Acts as liaison between Division Export Administrators, Corporate Compliance, Global Trade Compliance, Program Management, Legal, Engineering, Business Development, Supply Chain, IT, and other functional disciplines to provide analysis, interpretive guidance, and training in support of export compliance.
  • Determines license requirements and develops, tracks, and submits requests for authorizations as required. May research, develop, and manage export activities related to international business development activities.
  • Applies knowledge and understanding of the regulatory definitions of technical data and technology within group and divisional processes.
  • Provides expert advice and interpretation of regulations to minimize or reduce risk and potential liabilities. Analyzes, defines, and estimates the potential impact of liability and works with and across divisions to determine strategy and workable alternatives.
  • Plans, develops, recommends, and implements training, audits, procedures, and systems to be used for export compliance across the Group.
  • Establishes strategy and direction for functional team. Develops and mentors others. Champions professional certification and career development for the Group export administration/management community.
  • Coordinates training and business meetings to facilitate the exchange of information on export compliance. Develops and implements programs to increase cross-functional knowledge and awareness of compliance requirements and policies as needed.
  • Establishes, tracks, and manages Export Control related metrics to demonstrate continuous improvement and increased functional performance.
  • Maintains and coordinates contacts with domestic and foreign civilian and military representatives, as well as customers and government agency officials. Analyzes problem/opportunity areas, structures data-gathering and evaluation of internal processes, and coordinates responses.

  • Bachelor’s degree (BA) in Business Administration or a related discipline. Advanced degree preferred.
  • ECTI ECoP® Export Compliance Professional Certification or equivalent is preferred.
  • Seven or more years of related experience, including minimum five years of export compliance experience specifically in aerospace industry. Demonstrated leadership and implementation of export compliance program within a division of significant complexity and scope.
  • Prior training and experience in leadership principles and in leading high-performing teams.
  • Thorough knowledge and understanding of the export compliance processes. Advanced knowledge of regulations and laws specifically International Traffic in Arms Regulations (ITAR) and the Export Administration Regulations (EAR) and similar international regulations. May require advanced knowledge of US/UK/EU cybersecurity compliance rules and regulations and be designated as an Empowered Official.
  • May require ability to obtain security clearance within US.
  • Able to lead on-going process improvements; able to oversee/conduct training and rollout efforts to institutionalize process improvements.
  • Proficiency in compliance management concepts, tools, techniques, and risk management. Strong interpersonal skills. Comprehensive knowledge of legal principles behind high-risk regulations.
  • Ability to develop and maintain strong working relationships with the customers, regulatory agencies, and internal teams.
  • Has detailed knowledge of the product lines and marketplace associated with the fielded products. Has in-depth knowledge of applied technology, associated tools and processes.
  • Ability to effectively communicate and present status, actions, recommendations, and other technical information with clarity and precision. Able to respond to significant inquiries from customers, regulatory agencies, or other teams. Able to influence business decisions and negotiate resource allocation.
  • Effectively uses current information technology, systems, and business applications related to contracting and customer/supplier interface; is proficient with standard software (e.g. Microsoft Office, ERP systems, export compliance management software), project management and database analysis tools.
  • Ability to quickly identify and address critical issues of complex programs and lead team to develop action plan to improve performance. Able to make solid tactical and strategic decisions.
