Position Summary

Oversees and manages the implementation and operation of all energy efficiency programs, ensuring all programs are performing towards relevant targets and objectives. Leads a team of EE program managers, ensures projects and deliverables are completed on time, Key Performance Indicators (KPI's) are tracked against monthly and annual targets, regulatory compliance is maintained, and program benefits are maximized for participating customers.

Tasks and Responsibilities
  • Responsible for the operational success, optimization, and regulatory compliance of all EE programs and initiatives across the Company’s service territories (MD, DC, VA). Ensures all programs are performing towards achieving relevant energy and greenhouse gas emission reduction targets.
  • Serves in a first-line leadership role as head of the EE Program Implementation functional area by supervising and held accountable to the performance of a team of program managers. Responsible for the hiring, mentorship, workflow, and professional development of all direct reports.
  • Reports to the Director of Energy Efficiency. Informs the Director on all EE program implementation, performance, and personnel matters, seeking feedback and guidance as needed. Advises the Director on strategic, forward-looking matters for both EE programs and broader low-carbon initiatives by providing subject matter expertise and program management insights as needed.
  • Represents the Company in all regulatory proceedings, work groups, policy forums, and stakeholder events related to EE program implementation. Provides analysis, and recommendations to state utility regulators on all matters pertaining to program performance, regulatory requirements, and future initiatives. May serve as an expert witness in various regulatory or legislative dockets, providing testimony as needed.
  • Oversees customer service elements of the EE programs, fielding customer feedback and adjusting customer-facing program components when necessary to ensure an ideal customer journey.
  • Responsible for managing portfolio-level incentive and programmatic budgets; ensuring programmatic expenses remain within budget parameters and coincide with regulatory cost-effectiveness requirements.
  • Supports activities and projects within other functional areas within the EE Team (marketing, reporting/analytics, planning/innovation) by providing subject matter expertise and program management insights as needed.
  • Supports sourcing, procurement, and contractual activities related to the implementation of EE programs. Ensures all relevant contractual agreements are current, vendor obligations are being met, and budgets are maintained.
  • Maintains meaningful interdepartmental relationships that are intertwined with EE program implementation such as Public Policy, Regulatory Affairs, Office of General Counsel, and Customer Experience.

Qualifications, Skills and Abilities
  • Bachelor's Degree in Business, Engineering, Economics, Environmental/Energy Policy, or related field.
  • 7 plus years relevant experience in any or a combination of the following: energy efficiency program implementation, energy management, energy & climate policy.
  • 2 plus years supervisory, leadership, or management experience.
  • Attested ability to work effectively as a member of various teams in a matrixed environment, which may include company personnel, project resources, and third-party/outsourced vendors.
  • Demonstrated successful project management experience.
  • Ability to present ideas logically and concisely to diverse internal and external audiences at all organizational levels, both verbally and in writing.
  • Demonstrated ability to effectively communicate in front of groups, C-level executives, senior decision makers, and forums consisting of opposing or diverse perspectives.
  • Applicable knowledge of federal, state, and local energy efficiency and sustainability legislation and regulations.
  • Demonstrated ability to establish rapport and nurture effective working relationships with business partners, supervisors, subordinates, and peers.
Preferred Qualifications, Skills, & Abilities
  • Graduate degree in a relevant field.
  • Subject matter expertise of regulatory processes and procedures related to public utilities at the state level.
  • Experience serving in a project or program management capacity within the natural gas industry or regulated utility sector.
We offer a competitive salary range of $122,000 to $177,500 per year, commensurate with experience, education, and skills. In addition, we provide a comprehensive benefits package including health insurance, retirement plans, and paid time off.
