Job Description
Under general direction of the Director of Municipal Servies and Special Projects, the Municipal Services Coordinator plans, organizes, and coordinates the permit process activities and other Town service operations within the Town of Manchester; oversees operations for efficient and effective services delivery to customers interacting with the Town; coordinates assigned activities with other divisions and outside agencies as well as small businesses, residents, and other applicants involved in the permitting process; coordinates the effective delivery of neighborhood services programming, and performs related duties as assigned.
This individual must be comfortable planning, organizing, and coordinating various programs, services, resources, and operations related to the assigned area.
The incumbent is responsible for promoting collaboration in the resolution of process-related issues raised by other departments, outside agencies, individuals or business organizations. Assignments are varied and carried out with considerable judgment and independence.
Essential Functions
- Plans, organizes, coordinates, and evaluates permit processing program and neighborhood inspection activities and operations within Town including issuing building permits, performing over the counter plan checking, reviewing and processing.
- Coordinates permit processing activities with other Town departments, outside agencies, customers, and the general public; serves on inter-agency committees, boards, and commissions.
- Integrates and helps facilitate building and planning permit functions to support major department goals; supervises and participates in developing, implementing, and evaluating plans, work processes, systems, and procedures to achieve annual goals, objectives, and work standards.
- Responds to and resolves difficult and sensitive citizen inquiries and complaints; provides general and technical information and assistance to developers, property owners and the public regarding laws, policies, regulations, standards and procedures with respect to submission of plans, processing of applications and implementation requirements.
- Tracks plan submissions through plan checking and permitting process to ensure timely response and turn-around time; prepares statistical reports on a weekly/monthly basis for submission to supervisors; coordinates with other Town departments in the permitting and plan checking process.
- Tracks and manages proactive list of major neighborhood inspection violations and manages process for addressing such violations.
- Analyzes and recommends improvements in permitting process and neighborhood inspection programs, and other municipal services.
- Oversee the implementation and system maintenance of the plan and permit tracking software; trains employees on the use of the system; serves as liaison to IT staff for system updates and for maintaining security system integrity; trouble shoots technical problems as appropriate and acts as a liaison with technical support personnel for security and user issues.
- Provides leadership and works with staff to ensure a high performance, customer service-oriented work environment through selection, training, and day-to-day management practices that supports achieving the Town’s mission, objectives and values. Identifies opportunities for improving service delivery methods and procedures; facilitates in-house committees and focus groups to develop improved processes; recommends, within departmental policy, appropriate services and staffing levels.
- Maintains current knowledge of new trends and innovations in the field of permit processing and neighborhood inspections attends and participates in professional group meetings; participates in professional development activities; reads publications relevant to area of assignment.
- May be assigned to assess town services operations in other front-line operational departments.
- Trains other Town employees as necessary.
- Performs other duties as assigned.
Desirable Knowledge, Skills and Abilities
- Knowledge of, and demonstrated experience in, public sector administration best practices.
- Knowledge of organization theory, public administration, budgeting concepts and practices, contemporary management practices, practical concepts of organizational planning and performance, and strong capabilities to motivate and persuade individuals and groups to action.
- Knowledge of high-performance organizational principles.
- Ability to establish and maintain effective working relationships with Department/Division Heads, Town officials, elected officials, the public and administrative personnel.
- Ability to express oneself clearly and logically in oral and written form.
Physical and Mental Effort/Environmental and Working Conditions
- Must be mobile, able to push/pull/lift objects of less than 20 pounds, and able to sit for prolonged periods. Able to perform moderately difficult manipulative skills and skills which require hand-eye coordination, such as keyboard skills or using a calculator.
- Must be able to see objects closely, as in typing a report; hear normal sounds with some background noise, distinguish voice patterns and communicate through human speech, as in answering a telephone.
- Must be able to concentrate on fine detail with constant interruption, attend to task for 60 minutes or more, remember multiple tasks given to self and others over long periods, and understand the theories behind several related concepts.
- May be exposed to dust, electro-magnetic radiation as in computer screens.
Minimum Training and Experience
Bachelor's degree from an accredited college or university; (major coursework in business administration, IT, engineering, architecture, or a related field is preferred).
At least two years’ work experience with municipal permitting and municipal IT and operations is strongly preferred.
Suitable experience may be substituted for educational attainment and work experience if deemed appropriate by the Town Manager or his designee.
