- Manages the day-to-day operations of a forgivable home repair loan program for small rental properties.
- Assists in budget planning for housing programs. Monitors program expenditures and ensures fiscal responsibility.
- Supervises a technical team of loan processors and building inspectors, providing guidance and decision-making around permits, repair costs, property ownership, leases, and mortgages to maintain consistency with program guidelines.
- Maintains partnerships and open lines of communication with local officials and other City staff; meets with community groups to explain program objectives.
- Resolves escalated complaints and appeals from program applicants.
- Evaluates existing programs and products for effectiveness and impact. Uses data-driven insights to refine program design and procedures.
- Performs related work as required.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
- Extensive knowledge of the organization and functions of governmental and other agencies engaged in housing, neighborhood, and development programs.
- Thorough knowledge of the principles, practices and techniques involved in the repair and rehabilitation of rental properties, including license and permit requirements and construction costs and methods.
- Thorough knowledge of the effects of mortgages and liens affecting real estate titles.
- Knowledge of common legal concepts and terms used in real estate management.
- Ability to plan, assign, and supervise the work of a technical staff engaged in carrying out various functions involved in a home repair program.
- Considerable knowledge of the principles and practices of administrative planning and office management.
- Ability to communicate effectively both orally and in writing and to establish and maintain effective working relationships with associates, governmental officials, and general public.
- Ability to supervise the maintenance of records and the preparation of statistical and narrative reports of program operations.
The Philadelphia Housing Development Corporation (PHDC), a non-profit organization funded primarily by the City of Philadelphia and the Commonwealth of Pennsylvania, is looking for a Program Manager to join its Strategic Initiatives department.
Under general supervision, t he Program Manager will manage the design, implementation, and evaluation of PHDC housing programs by defining the program scope, procedures, database design, intake, and program evaluation to measure impact and iterate on the program implementation. Specifically, they will manage the daily operations and strategic expansion of the Rental Improvement Fund, a forgivable loan program for small rental properties.
This position begins at the stated starting salary. The salary increases yearly to the top of the pay range based on satisfactory performance.

Minimum Acceptable Training and Experience
- Completion of a Bachelor’s degree program at an accredited college or university, AND
- Three years of experience in the field of real estate and/or construction, AND
- Experience supervising a team of two or more staff
- Or any equivalent combination of acceptable education and experience.
