WHO YOU ARE:
A collaborative engaged professional that will partner with the TWC workforce team and service providers to uplift Texans. You are a senior technical analyst with research skills and a good understanding of broader program objectives who seeks to become a workforce program subject matter leader.
WHAT YOU WILL DO:
Th Program Specialist IV performs highly complex (senior-level) consultative services and technical assistance work. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment.
- Performs an array of technical, training, research, planning, policy, program assessment, and other administrative activities for the RESEA program
- Coordinates and collaborates with program staff and consultants to develop surveys, standard operating procedures, desk-aids and process mapping for the RESEA program
- Analyzes state and federal legislation to develop recommendations for policy and programmatic procedures relating to the implementation, improvement and expansion or reduction of program funding
- Conducts training and provides guidance to staff in the development and integration of new or revised methods and procedures
- Collects, organizes, analyzes, and prepares material in response to requests for RESEA information.
- Reviews RESEA program statistics and trends and identifies operational problems.
- Reviews, summarizes and distributes monthly and quarterly program performance reports to Boards.
- May provide guidance to others
- Performs special projects as assigned.
- Perform other duties as assigned.
YOU QUALIFY WITH:
- Two years of full-time experience in the development, implementation, or interpretation of policies and procedures in a public or private agency.
- Relevant academic credits may be applied toward experience qualifications for this position.
- Bachelor’s Degree from an accredited four-year college or university.
- Advance skill using Microsoft PowerPoint and Excel
- Advance skill in research and report writing
- Knowledge of local, state, and federal laws and regulations relevant to workforce system and the RESEA program
- Skill in identifying measures or indicators of program performance
- Ability to gather, assemble, correlate, and analyze facts
- Ability to develop, evaluate and interpret policies and procedures.
