POSITION SUMMARY:

Perform leasing and occupancy duties and maintains tenant files in accordance with current applicable policies.

Ensure that homeowners and tenants comply with all pertinent homeownership or rental lease agreements, all

applicable policies and procedures, and all other federal regulatory requirements pertaining to eligibility,

admission, and continued participation in any of the housing programs administered. Work is performed under the supervision of the Assistant Director.


ESSENTIAL FUNCTIONS:

  • Administer all activities related to low-rent and homeownership programs to determine eligibility including; reviewing applications, obtaining all required supporting documents, verifying all information, and completion of the interview screening process for final determination of eligibility.
  • Conduct orientation for new tenants to explain the Lease, HHD policies, and rules and regulations related to HHD programs.
  • Prepare necessary documents to finalize agreements between the tenant or homebuyer and HHD.
  • Perform annual and interim re-certifications to update household family composition and income in order to compute accurate rental payments amounts.
  • Enforce homebuyer contracts and rental leases, plus all applicable policies.
  • Conduct home visits as necessary or by reasonable request by the tenant or homebuyer.
  • Assist with monitoring and collection activities of homebuyer and tenant payment accounts in accordance to the Collection Policies.
  • Provide counseling for homebuyers and tenants regarding maintenance of home and property, accounts and records, the collection process and all other obligations and responsibilities required by lease agreements.
  • Conduct or assist with required inspections of housing units when deemed necessary.
  • Review incoming requests for transfers and make appropriate determination in accordance to applicable policies.
  • Conduct follow-up on tenant complaints or grievances and work with the tenant to resolve problems amicably and as quickly as possible.
  • Conduct investigations on any alleged violations including, review of public records, and follow-up with appropriate action in accordance to policies.
  • Coordinate all activities and complete all required documents to affect termination of a tenant or homebuyer from a program.
  • Provide counseling and referral services whenever deemed necessary or upon request from a tenant or homebuyer.
  • Plan, organize, schedule and coordinate activities and required trainings for tenants and homebuyers on a scheduled basis.
  • Perform other duties as necessary or assigned by the supervisor.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of Occupancy Regulations pertaining to HUD.
  • Knowledge of rental assistance and affordable housing programs.
  • Ability to learn and follow regulations, policies and procedures of housing programs.
  • Ability to maintain confidentiality.
  • Ability to operate a computer and be proficient in current software and office management programs.
  • Ability to perform and understand basic mathematical calculations such as fractions and percentages.
  • Ability to communicate effectively verbally and in writing.
  • Ability to organize and multi-task efficiently and effectively.
  • Ability to establish and maintain good working relationships.


TRAINING AND EXPERIENCE:
High School Diploma with three (3) years work related experience in low-income or housing related programs OR Any combination of education, training, and/or work experience which demonstrates the ability to perform the duties of the position. May be required to obtain certification as an Occupancy Specialist within the first year of employment.


LICENSE AND CERTIFICATES:
Must have a valid Arizona Driver’s License with no DWI/DUI convictions within the past three (3) years, no intoxication or drug related convictions within the past year. Must be insurable through the Hualapai Tribe’s vehicle insurance policy and maintain insurability throughout the duration of this position.


SPECIAL WORKING CONDITIONS: Must submit to a background investigation, must submit to and pass a pre-employment drug/alcohol screening and random screenings throughout employment. Must be willing to work overtime, when necessary. Occasional travel is required.
