STAFF OFFICER MILITARY PARTNERSHIPS - Partnerships Strategy & Policy

POSITION OVERVIEW
This position contributes to the activities of the Partnerships IPT/Branch by supporting daily operations, initiatives, and long-term objectives. Responsibilities include developing and delivering briefings to senior officers and decision makers on partnership-related matters; assisting in the formulation of policies, directives, and process improvements; and ensuring effective coordination across stakeholders. The role also provides direct support to the Head of the Partnerships IPT/Branch and requires periodic travel-up to 30 days per year-to participate in meetings, conferences, and engagements both within and outside NATO boundaries.
JOB RESPONSIBILITIES:
- Contribute to the drafting of policies, reports and studies on the longer-term perspectives of NATO military partnerships, and on their interaction with NATO's defence policies and cooperative programmes.
- Through the analysis and assessment of information received across NATO Enterprise on best practice and lessons learned on partnerships issues, contribute to the further development of related NATO concepts, policies and procedures, including Bi-Sc and ACT directives
- Identify, within portfolio, ACT Programmes of Work (PoW) that could be opportunities for partners engagement, and partner countries that could contribute to ACT PoW.
- Provide geopolitical analysis and Key Leader Engagement on PfP countries. Perform the Action Officer (AO) role and/or provide inputs for PfP country related Bi-SC tasks.
- Develop processes to implement corporate memory mechanisms for partnerships (including synthesis, documentation, traceability, change management, etc.). This will include providing a quality assurance service with regards to partnerships development activities and to contracting activities across the branch.
- Develop Information Knowledge Management (IKM) within the Partnerships Branch and execute IKM related tasks.
Required Qualifications:
- University postgraduate degree (master's or higher) in international relations, international security, international development, military studies (including military technology or operations research), foreign policy, public affairs, political science, or related discipline; or have attended a NATO or national military staff college (OF-3 level or higher)
- Experience working in the field of foreign/international security/international cooperation/defence/military affairs
- Experience working within NATO Enterprise (preferred); or other International Organization (in a defence or Security-related position); or within a national mission, delegation, or embassy to an IO (in a Defence or Security-related position)
- Demonstrate a working knowledge of: NATO Partnerships; or security sector reform / defence and security capacity building; or defence planning; or military capability development / military applications of operations Research.
