Program Specialist III (Program Specialist)

This position performs complex (journey-level) technical, research, planning, policy, program assessment, training, and administrative activities for the Property and Casualty Lines Office of the Property and Casualty Division. The work involves planning, developing, and completing a variety of special projects and assignments individually and with others; developing, organizing, and maintaining an information management system; drafting technical documents, including procedures, memos, and reports; and providing consultative services and technical assistance to program staff and leadership, governmental organizations, and the general public. May train others. The position works under general supervision, with moderate latitude for the use of initiative and independent judgment. Projects and assignments vary day by day.

This position:

·        Works on special projects and assignments, which may involve:

o   Researching, gathering, studying, and analyzing data, operations, problems, or special topics;

o   Preparing and drafting reports of findings and recommendations;

o   Assisting with special investigations, program analyses, research studies, and internal audits; recommending new program activities and improvements, problem resolutions, operational improvements, and budgetary needs; and

o   Communicating with management, stakeholders, and other relevant parties.

·        Assists with information management, including:

o   Analyzing and recommending how to best organize, maintain, and share collections of documents, publications, audiovisual aids, and reference materials for convenient access in SharePoint;

o   Developing, operating, maintaining, and administering information management systems;

o   Developing related policies and procedures;

o   Training staff in the use of the systems;

o   Serving on related workgroups;

o   Serving as an information and reference consultant.

·        Assists with project management, including:

o   Initiating, planning, and monitoring projects; and

o   Tracking office projects and inquiries; and

o   Documenting projects and inquiries for future reference.

·        Performs insurance activities, including:

o   Responding to inquiries,

o   Participating in rulemaking,

o   Coordinating with other TDI staff, and

o   Serving on related workgroups.

·        Assists with process improvement initiatives, including:

o   Establishing, documenting, and communicating program goals and objectives, program guidelines, procedures, policies, rules, and regulations;

o   Monitoring compliance with policies and procedures;

o   Developing schedules, priorities, and standards for achieving program goals; and

o   Collaborating in the planning, development, and implementation of an agency program.

·        Provides complex administrative and technical assistance, guidance, and direction to the director, managers, and other staff, including:

o   Writing, reviewing, and editing agency documents (such as procedures, briefing papers, and policy documents);

o   Creating presentations and reports;

o   Maintaining and updating webpage content;

o   Reviewing and analyzing information; and

o   Assisting with day-to-day operations.

·        Performs other duties as assigned.

       

      Qualifications

       

      This position requires: 

      • Graduation from an accredited four-year college or university.
      • Three years’ experience in a field related to the assignment.
      • Regular work attendance.

      Note:

      • Education and experience relevant to position requirements may be substituted for one another on a year-for-year basis. 

      Additional job details:

      Preferences for this position include:

      • Experience with organizing and implementing projects.
      • Experience with managing and organizing information collections or libraries, possibly including a library science degree.
      • Experience with commercial, personal, title, or workers’ compensation insurance.

      This position requires demonstrated knowledge of:

      • State laws, rules, procedures, and regulations relevant to job requirements.
      • Project management.
      • Information management.
      • Plain language standards.
      • Spelling, punctuation, grammar, typing formats, and word processing techniques, software, and procedures.

      This position requires demonstrated skill in:

      • Using Microsoft Office software applications, including Word, Excel, Outlook, and SharePoint.
      • Using personal computers sufficient to enter and extract data from related systems and programs such as Centralized Accounting Payroll and Personnel (CAPPS) and other systems required to perform the job.
