WHO WE ARE LOOKING FOR
Behavioral Health and Crisis Services is currently recruiting for a Treatment Services Manager to work with our Treatment Services Area Leadership team. We are looking for a warm and friendly addition to the team. The duties include a range of responsibilities related to managing the operations of the Specialty Behavioral Health Programs and services, which include the Adult Drug Court Program, the Outpatient Medication Assisted Treatment Program (community and jail-based site), and the Urine Monitoring services. These duties may vary on a day-to-day basis depending on the specific needs of the programs.

What You'll Be Doing

The Treatment Services Manager is responsible for managing the operations of Specialty Behavioral Health Services, which includes:

  • Responsible for the Adult Drug Court Treatment Program, the Medication Assisted Treatment Program (Outpatient), the Jail-based Medication Assisted Treatment Program, and the Urine Monitoring Services.
  • Responsible for oversight and monitoring of the Administrative Support Team, which is directly supervised by a Program Manager I, as well as the Community Services Aides and contract employees who collect, enter data, and monitor the Urine Monitoring Program, as well as the contract staff employed for the Jail-based Medication Assisted Treatment program. This position is also responsible for overseeing and managing state grants, including Sexual Health in Recovery, Drug Court, and SOR for the jail-based MAT program, as well as facility-related issues.
  • Responsible for serving as Program Sponsor for the MAT Programs with the Center for Substance Abuse Treatment (CSAT) and with the Federal Drug Enforcement Agency in its monitoring of Methadone dispensing. The Manager also provides an Adult Drug Court treatment program, which has a capacity for 100 clients and serves 50-100 clients annually. The MAT Program has a capacity of 100 Clients and serves approximately 75 annually.
  • The urine monitoring program provides urine drug screening services for various DHHS agencies and some Law Enforcement County agencies, which include the Drug Court, Medication Assisted Treatment Program, Mental Health Court, Child Welfare Services, Access Team, and Montgomery County Police Department. The Manager III also serves as a contract monitor for 2 medical doctor contracts, Cardinal Health Pharmacy, Redwood Toxicology, and Environmental Waste Management Services.
  • The manager is also responsible for obtaining and maintaining licensure, certification, and accreditation of the Specialty Behavioral Health Services Programs. This includes outpatient level 1, intensive outpatient level 2.1, outpatient mental health clinic, and opioid maintenance therapy for these programs. The Manager III is responsible for spearheading the certification effort, developing all necessary policies, procedures, program requirements, etc.
  • Responsible for the supervision of staff on the program.

Minimum Qualifications

Experience: Five (5) years of progressively responsible professional experience in program and budget management, program development for addiction programs, and three (3) years of clinical supervisory experience.
Education: Graduation from an accredited college or university with a Bachelor’s Degree, preferably in behavioral health, social work, psychology, or other human services field.
Equivalency: An equivalent combination of education and experience may be substituted. Note: Based upon legislative requirements, some positions may be subject to different minimum qualifications.
Licenses:
  • Possession of a valid Class "C" (or equivalent) driver’s license from the applicant's state of residence when required for job-related duties.
  • Possession of a clinical Social Worker or Therapist License.

This position will require travel to local facilities for meetings and presentations as needed. Late evenings/weekend work may be needed to meet deadlines. Sound judgment in determining when extra efforts are needed is essential to success in this role.

Preferred Criteria, Interview Preferences

Please note that we will use the following preferred criteria screening questions for candidate evaluation:

  • Do you have experience supervising social workers, counselors or therapists?
  • Do you have experience supervising large teams (20 plus)?
  • Do you have experience working with Court Mental Health Programs?
  • Do you have experience collaborating with other agencies?

Please note that we will use the following preference criteria for interview selection:

  • Demonstrated experience in program and budget management, program development, and clinical supervision.
  • Demonstrated experience and knowledge working with medication programs.
  • Experience working with a jail-based program.
  • Demonstrated excellent written and oral communication skills.
  • Demonstrated experience in the development and administration of a program.
