The Department of Justice and Community Safety, is recruiting a Technical Business Analyst and Project Support Officer to provide a critical role within the Emergency Management Technology and Data division.
About the Business Unit
Emergency Management Victoria
Emergency Management Victoria (EMV), within the Department of Justice and Community Safety, is responsible for the overall coordination of the emergency management system in Victoria. EMV drives the integration of policy, strategy, operational coordination, and planning across Victoria's emergency management sector, contributing to safer, more resilient communities.
EMV works closely with government and agencies across the emergency management portfolio. The organisation is led by the Deputy Secretary/Chief Executive and Emergency Management Commissioner, Emergency Management Victoria, and includes oversight of statutory entities and offices and the department's emergency management accountabilities.
Emergency Management Technology and Data Division
The Emergency Management Technology and Data (EMT&D) division is responsible for key the delivery and management of digital platforms for the emergency services sector. EMT&D is a trusted partner to emergency sector organisations, supporting the innovation and delivery of modern and effective digital infrastructure services tailored to the emergency sector's needs. The division's main service functions include EM Strategic Planning and Business Development, EM Enterprise Architecture and Design, EM Digital Platforms and Products, EM Commercial Management and Budget, EM Portfolio, Program delivery and Data insights.
About the Role
Some of your duties will include:
- Manage the lifecycle of business requirements throughout the project (including investigation, analysis, clarification, prioritisation, documentation and traceability), using techniques and formats as appropriate for the selected methodology for the project.
- Facilitate scoping activities and determine priority of large or complex changes, engaging senior stakeholders as required.
- Lead requirements gathering across a complex, multi-agency emergency sector ecosystem (including CFA, FRV, VICSES, and Triple Zero Victoria).
- Drive project planning, coordination and project delivery activities

About you
To be successful in this role, you will have:
- Strong verbal and written communication, with compelling influencing skills.
- Strong technical expertise across complex systems and the ability to resolve advanced technical problems
- Strong understanding of the Business Analysis role.
- Strong ability to plan and drive scoping, requirements definition and prioritisation activities for large, complex initiatives.
- Highly organised leader and mentor.
- Stakeholder Management in High-Pressure Contexts.
- Demonstrated understanding of Project Management principles and methodologies.
Qualifications/requirements
- Bachelor's degree (IT, business, or related field); BRM or business analysis certification a plus
- 5+ years in a business analysis role, with proven experience delivering data, digital infrastructure, or complex transformation projects.
- Proficiency with modern enterprise delivery tools (Jira, Azure DevOps) and process design/mapping applications (Visio, Lucidchart).
- Must be willing to comply with public sector security clearances and agree to emergency standby provisions under the VPS Enterprise Agreement.
