Position Summary

The Finance Manager will be accountable to the Executive Director and the Sandy Bay Child and Family Services Inc. (SBCFS) Board of Directors on all financial matters to ensure that activities carried out are consistent with the financial and accounting policies, authorities and guidelines established by the Executive Director and Board of Directors.

Some Duties include:

  • Monitor financial controls, expenditures, contracts, purchasing, and compliance with approved authorities, Agency policies and within the framework of Provincial and Federal funders.
  • Monitor mandatory, discretionary, emergency, and capital expenditures to ensure compliance with approved budgets, spending processes, and delegated authorities.
  • Will prepare and present internal financial statements on a quarterly basis to Board of Directors for approval
  • Together with the Executive Director, the incumbent will coordinate the annual budgeting process, including departmental budgets, financial forecasting, monitoring, and budget revisions.
  • Ensure timely and accurate completion of financial reporting, contribution agreement reporting, annual financial statements, interim reports, and other funding requirements.
  • Coordinate the annual external audit, act as the primary contact with auditors, and oversee responses to audit findings and recommendations.
  • Oversee accounts payable, accounts receivable, payroll, banking, investments, credit cards, petty cash, capital assets, and general ledger activities.
  • Ensure financial records and reporting accurately reflect Agency operations and safeguard Agency assets.
  • Monitor Service Purchase Agreement requirements and provide regular compliance updates to the Executive Director.
  • Provide leadership, supervision, performance management, training, and support to Finance Department employees.
  • Provide financial advice and support to the Executive Director, Board of Directors, committees, and Agency departments.
  • Perform other related duties as assigned.

Qualifications

  • Must have a degree in business administration, Bachelor of Commerce or other discipline related to the service provided by a recognized Post Secondary Institution.
  • Possess a CPA (Chartered Professional Accountant) designation or CAFM (Certified Aboriginal Financial Manager) designation.
  • Must have a minimum of five years’ proven experience with a senior management role in Finance.
  • Must have a valid Manitoba Drivers license, access to a vehicle and willing to travel.
  • Must pass Criminal Record Check, Vulnerable Sector Search, and Child Abuse Registry Check.
  • Ability to speak and/or understand the Ojibway language would be an asset.
  • Knowledge and respect of First Nations traditional culture and traditional philosophy.
