Job description

The Health Care Assistant, Program Manager provides academic and operational leadership for the HCA program at the Vancouver Campus, supporting consistent program delivery, student progression, instructor coordination, practice education readiness, and compliance with approved BC curriculum requirements.
  • To ensure that the good standing of the College is maintained with integrity and reliability in relation to the teaching standards, materials, and infrastructure relevant to all stakeholders.
  • Report directly to the Campus Director and Dean of Programs in all situations.
  • Support the planning, scheduling, resource coordination, and daily administration of the program to ensure classes, labs, online/combined delivery, and practice education components operate effectively.
  • Facilitate the program orientation.
  • Facilitate student and instructor orientation to the learning management system, including curriculum access and delivery methods.
  • Facilitate instructor orientation to in-class, in-lab, online/combined delivery methods, and the learning management system.
  • Coordinate the day-to-day operations of the HCA program, including compliance of approved deliverables as required by the BC Provincial HCA curriculum.
  • Coordinate and support practice education experiences, including readiness requirements, placement preparation, communication with internal teams, and follow-up on student or site-related issues as required.
  • Develop, train and review combined delivery methods of instruction and evaluation with faculty.
  • Collaborate with program team members to review and revise curriculum when required, ensuring instructional materials remain current, consistent and aligned with approved program outcomes.
  • Collaborate and help facilitate industry relationships through program affiliations, practice education partners, community contacts and employer relationships that support student success and program reputation.
  • Verify student graduation requirements and support the registry process.
  • Take part in the program advisory committee and collect program feedback for program enhancements.
  • Support instructors through onboarding and orientation activities.
  • Conduct classroom observations and performance reviews.
  • Collect student feedback for program enhancement.
  • Support and deliver instruction that meets module and program objectives as set out in the curriculum.
  • Instruct or teach classes, labs, online/combined delivery sessions, or practice education components as required to support program continuity, student success and operational needs. Evaluate student performance fairly and consistently.
  • Contribute to the development of curriculum and instructional materials.
  • Support the administrative functions of the campus to enhance the student experience.
  • Act in a manner that upholds College standards.
  • Participate in College and program activities.
  • Confirm student pre-practice requirements are complete prior to attending placement.
  • Monitor and review students during practicum and/or clinical placements, as program requires.
PROGRAM OPERATIONS, QUALITY AND COMPLIANCE
  • Uphold OIEG and College rules, regulations, policies, procedures and standards at all times. Support campus leadership with the day-to-day operations of the program and contribute to a consistent, high-quality student and instructor experience.
  • Maintain current knowledge and skills as they relate to healthcare education, adult learning, instructional methodology, sector expectations and program delivery requirements.
  • Assist with scheduling, staffing coordination, room and lab resource planning, class communications, and coordination of program materials and supplies.
  • Deliver the HCA program within the approved operational budget, supporting effective use of staffing, instructional resources, lab supplies, classroom space and practice education resources while escalating budget risks or resource constraints as required.
  • Ensure student academic files, instructor documentation, attendance records, practice education readiness records and required program documentation are completed and maintained in accordance with institutional and regulatory expectations.
  • Support audit, review and quality assurance processes by preparing documentation, participating in evaluations, and following up on required actions.
  • Monitor and report relevant program information such as enrolment, attendance, student progression, retention, graduate readiness, placement activity, student feedback and employer or practice education partner feedback.

ACADEMIC COORDINATION AND INSTRUCTOR SUPPORT

  • Support curriculum delivery by helping instructors interpret course outlines, learning outcomes, assessment expectations and instructional resources.
  • Coordinate routine review of instructional materials and delivery practices to ensure consistency with approved curriculum requirements and student learning outcomes.
  • Act as an initial point of support for academic, attendance, conduct, student progression, classroom, lab or instructor-related issues, escalating matters as appropriate.
  • Support instructor onboarding, orientation, content preparation, learning management system use, combined delivery practices, classroom observations and performance feedback processes. Promote instructional practices that support adult learners, diverse learning needs, student engagement, effective assessment and consistent feedback.
  • Participate in program team meetings, internal planning discussions, advisory committee preparation and continuous improvement activities.

PRACTICE EDUCATION, ADMINISTRATION AND PROGRAM SUPPORT

  • Coordinate practice education planning with internal teams and external partners to support sufficient placement capacity, timely communication and student readiness.
  • Confirm student pre-practice requirements are complete prior to placement and assist with follow-up where documentation or readiness items are outstanding.
  • Maintain communication with practice education partners, instructors, administrative teams and student services to help resolve scheduling, documentation, performance or site-related issues. Assist with student orientation agendas, class schedules, instructor scheduling, lab supply coordination, textbook or learning-resource coordination, and other program administrative requirements.
  • Support admissions, student services and career services teams by providing program information, supporting prospective-student activities when required and helping ensure student and graduate outcomes are tracked accurately.
  • Contribute to program growth, student retention and continuous improvement by identifying operational risks, communicating resource needs, collecting feedback and supporting practical solutions that maintain quality and compliance.

SPECIFIC RESPONSIBILITIES

  • To continue to develop professionally as an adult educator, to share industry skills by creating a positive learning environment for our students through the design, preparation, delivery and evaluation of learning activities at the college and online through synchronous methods.

Qualifications

  • Current unrestricted (i.e., no conditions on license or provisional registration) full registration as a licensed practical nurse, registered nurse or registered psychiatric nurse with the BC College of Nurses and Midwives (BCCNM)
  • Evidence of completion of course work in Indigenous cultural safety and humility (e.g., San’yas Anti-Racism Indigenous Cultural Safety Training or an alternative training program); and
  • Evidence of completion of the Health Care Assistant Practice in BC course available on the LearningHub as part of their orientation/on-boarding. This will support a current understanding of the role of the HCA within BC.
Experience and knowledge:
  • Demonstrated ability to teach adult learners (e.g., completion of Provincial Instructor. Diploma or equivalent education or previous teaching experience with satisfactory references or positive performance evaluations and student course evaluations); and
  • Two or more years of full-time Canadian nursing experience (1 year = 1400 hours) with relevant knowledge of the Canadian health care system, the roles and responsibilities of healthcare team members and current policies and procedures within residential and community care settings. Nursing work experience to include:
  • Experience in working with older adults with complex health needs; and
  • Experience or orientation (e.g., shadow shifts) in home support and multi-level/complex care.
