Permanent Full-Time

The Community and Human Services Department has an opening for a permanent full-time Manager of Homelessness Initiatives and Prevention. This is a non-unionized position reporting to the Director of Community and Human Services. Under the guidance of the Director of Community and Human Services this position is responsible to provide support and oversight of the delivery of the homelessness prevention programs and services to individuals and families in Hastings County.

DUTIES and RESPONSIBILITIES

Department Objectives and Strategy:

  • Collaborate with other divisions in Community and Human Services and other County departments to ensure that client, staff and corporate needs are effectively met.
  • Contribute to Community and Human Services Department’s planning, organizational development and operational success as a member of the departmental management team.
  • Provide advice and support to the Director of Community and Human Services.

Leadership:

  • Provide managerial guidance and support to management team members and community partners.
  • Foster the development of teamwork and collaboration within the division and across the department and the County.
  • Develop performance goals and plans for management team members and provide coaching and performance feedback.
  • Monitor the By-Name List, system levels and caseloads and develop appropriate plans to address workload needs.
  • Attend meetings of County Council and Committees where required by the Director of Community and Human Services.

Service Delivery and Communications:

  • Ensure the development and implementation of strategies to support the effective and efficient delivery of homelessness programs and services.
  • Develop stronger linkages and relationships with homelessness serving sectors.
  • Develop annual goals and a business plan for the division.
  • Develop the service plan and monitor service contract performances with agencies that receive funding from Hastings County.
  • Develop, monitor and report on key performance indicators.
  • Develop and monitor client service standards.
  • Liaise with provincial and community agencies and develop appropriate partnerships in support of client needs and County goals.
  • Be aware of provincial legislative, policy and program requirements.
  • Assist in resolving client issues as required.
  • Other related duties as assigned.

Finance:

  • Develop, monitor and report on the division’s budget.

Health and Safety

  • Protects own health and health of others by adopting safe work practices, reporting unsafe conditions immediately and attending all relevant in-services regarding occupational health and safety. Follows all guidelines for employees and employers as legislated under the Ontario Occupational Health and Safety Act and County policies.
  • Work in a safe manner in accordance with the Occupational Health and Safety Act, associated regulations, other applicable legislation, County by-laws, policies, procedures, and guidelines.

MINIMUM QUALIFICATIONS AND EXPERIENCE:

  • Three-year College Diploma in Human Services or a related field.

  • Minimum five years progressive management experience within a municipal/government or fully developed private agency.

  • Strong working knowledge of the Homelessness Programs, Ontario Works, Children’s Services, and Housing Services Programs.
  • Effective written and oral communication skills.
  • Solid organizational and time management abilities.
  • Ability to work well under pressure and meet deadlines.
  • Strong oversight in budgeting monitoring and development.
  • Excellent ability to apply discretion and sound judgement in the areas of problem-solving and decision making.
  • Possess superior interpersonal and leadership skills and the ability to supervise/manage within a unionized environment.

HOURS OF WORK:

  • Normal hours of work are Monday to Friday, 8:30 a.m. to 4:30 p.m. (35 hours/week).
  • Occasional overtime may be required for project completion.
  • On-Call Requirements

WAGE RANGE: $106,730 - $124,859 per annum with excellent fringe benefits
