The Opportunity:

The Ministry of SaskBuilds and Procurement (SBP) is home to the government’s Procurement Management Division (PMD). PMD brings procurement professionals and expertise into a single organization that is focused on excellence and service. PMD provides services to the public and other ministries that support efforts to build the economy and make a better life for all Saskatchewan people.

SBP is seeking an innovative, responsible, and results-oriented individual to join the PMD team as a Procurement Business Partner in the Construction Branch.

  • Create, implement, and maintain new procurement models, policies, and processes to improve procurement performance across all phases of the acquisition life cycle.
  • Research, identify, and manage all aspects of complex, competitive procurement processes, including strategic sourcing, data retrieval, analysis, and trend evaluation.
  • Consult with other provinces to identify specific needs and ensure compliance with inter-jurisdictional rules and regulations for intra-provincial procurement opportunities.
  • Develop relationships and liaise with senior ministry, agency, and Crown Corporation officials to guide them through strategic procurement processes.
  • Clearly and accurately explain and interpret policy standards and provide recommendations to enhance client understanding of procurement policies, programs, laws, and procedures.
  • Provide professional expertise using project management methods to achieve business requirements and ensure best-value procurement outcomes.

The successful candidate will have:

  • Knowledge of applicable procurement thresholds, regulations, and procedures; and
  • Problem-solving, analytical, and organizational skills, along with strong attention to detail.

Typically, the knowledge and abilities required for this position would be:

  • A procurement certification and/or a relevant undergraduate degree; or
  • An equivalent combination of education and experience may be considered; or
  • Experience in complex, end-to-end procurements and working within the public sector environment is highly desirable.
