Ministry: Ministry of Public and Business Service Delivery and Procurement, OntarioLocation: Toronto, Ontario โ 100% Onsite, 5 Days/WeekContract: September 21, 2026 โ October 1, 2027Openings: 1Security Clearance: No Clearance RequiredSubmission Limit: Maximum 1 CandidateClosing Date: October 12, 2026 at 12:00 PM ESTPosition OverviewThe Government Services Integration Cluster is seeking a Senior Business Analyst to provide comprehensive business analysis services across complex I&IT initiatives.The successful candidate will work closely with business stakeholders, subject matter experts, technical teams, developers, QA specialists, and project leadership to understand business needs, analyze requirements, facilitate workshops, develop business and process models, support solution design, and ensure that proposed I&IT solutions align with business objectives and Ontario Public Service (OPS) standards.The ideal candidate will have strong experience working on medium-to-large-sized projects, extensive Agile/Scrum experience, excellent stakeholder engagement capabilities, and the ability to translate complex business needs into clear, actionable requirements for technical delivery teams.Key ResponsibilitiesBusiness Analysis & Requirements- Lead and conduct business analysis to assess client business problems and opportunities and determine appropriate I&IT solutions.
- Lead and facilitate workshops to elicit, review, document, and confirm business requirements, business process reengineering, business models, business rules, and user interface designs.
- Gather, analyze, document, validate, and maintain business and technical requirements throughout the project lifecycle.
- Develop requirements documentation at varying levels of detail appropriate to the project phase.
- Translate business and data requirements into specifications sufficient for designing appropriate technology solutions.
- Develop effective user stories, use cases, business rules, functional requirements, and non-functional requirements.
- Break down complex business requirements into manageable deliverables for development teams.
- Maintain traceability between business requirements and I&IT solutions.
- Identify significant changes in requirements and maintain approved requirements documentation.
- Apply Agile methodologies to business analysis and solution delivery.
- Work within iterative development cycles and ensure BA activities align with sprint objectives.
- Participate in and support sprint planning, daily standups, backlog refinement, reviews, and other Agile ceremonies.
- Create and refine user stories and acceptance criteria.
- Collaborate with product owners, developers, QA teams, UX professionals, and other stakeholders throughout iterative delivery.
- Ensure requirements are sufficiently detailed and actionable for development teams.
- Develop context diagrams, use cases, use case models, process maps, stakeholder maps, systems diagrams, and business models.
- Conduct business process mapping and business functional modelling.
- Perform business event modelling, process and data-flow modelling, and related analysis.
- Apply re-engineering concepts to identify alternative, cost-effective approaches for improving business processes and service delivery.
- Support conceptual and logical data modelling where required.
- Analyze business transformation opportunities and acquired or proposed solutions.
- Develop business cases from start to finish.
- Develop strategies and conduct options analysis for I&IT initiatives.
- Prepare cost-benefit analyses, feasibility studies, ROI assessments, and budget estimates.
- Evaluate alternative technology and service delivery approaches and provide recommendations.
- Assess business requirements and identify appropriate technology solutions while considering cost, risk, enterprise standards, and business objectives.
- Support the creation of UX, functional, and technical designs.
- Translate business requirements into user-friendly digital experiences.
- Apply user-centered design principles to improve usability and user adoption.
- Support user interface design and prototyping activities.
- Use tools such as Figma and other modelling/design tools to document and communicate requirements and proposed solutions.

- Develop clear and comprehensive requirements documentation, presentations, reports, briefing notes, assessments, and other project deliverables.
- Use Computer Aided Software Engineering (CASE) tools to document conceptual requirements and scope.
- Work closely with QA teams to ensure requirements are testable and properly validated.
- Support User Acceptance Testing (UAT) and requirements validation.
- Ensure business requirements are validated against system functionality before deployment.
- Apply knowledge of QA methodologies and software testing processes.
- Support identification and resolution of defects and production issues related to business requirements.
- Lead and support change management activities throughout the project lifecycle.
- Define change scope and conduct change impact assessments.
- Develop training and communication strategies to support smooth implementation.
- Support end-user adoption by providing clear communication and training related to new systems and process changes.
- Assess stakeholder impacts resulting from business process or technology changes.
- Identify, assess, communicate, and mitigate project and business risks.
- Manage problem identification and resolution activities to support timely resolution of production problems.
- Support ongoing production and configuration management activities.
- Develop contingency provisions and recommendations when requirements, risks, or project conditions change.
- Monitor progress and report issues, risks, and recommendations to I&IT management and stakeholders.
- Work closely with business stakeholders, subject matter experts, technical teams, project managers, developers, QA specialists, and other cross-functional teams.
- Facilitate stakeholder discussions and negotiate requirements where necessary.
- Prepare and deliver presentations and recommendations to both technical and non-technical audiences.
- Participate in Requests for Proposal (RFP) processes, focusing on client requirements and evaluation of vendor responses for I&IT business and/or infrastructure solutions.
- Maintain a high level of customer service when interacting with internal and external clients.
