Position: Solutions Designer – SeniorClient: Enterprise Financial Services Division, Ministry of Public and Business Service Delivery and Procurement (Ontario Public Service)Location: 222 Jarvis St., Toronto, ONWork Arrangement: 100% Onsite – 5 days/weekContract: October 13, 2026 – March 31, 2027Extension: Possible, subject to client requirementsOpenings: 1Clearance: No security clearance requiredSubmission Limit: 1 candidatePosition OverviewThe Ontario Public Service is seeking a Senior Solutions Designer to design and develop technology solutions supporting complex enterprise applications and business initiatives within the Enterprise Financial Services Division.The successful candidate will bring 7+ years of hands-on experience designing and implementing solutions using Oracle Siebel CRM and/or Adobe AEM, with strong experience translating business requirements into functional and technical solution designs.The resource will work closely with business stakeholders, functional teams, technical teams, architects, developers, QA teams, and other project members to design scalable, highly available, accessible, and sustainable solutions.

Important: This is a 100% onsite position at 222 Jarvis St., Toronto, Monday to Friday. The resource must be available to work 7.25 hours per day between 8:00 AM and 5:00 PM, excluding lunch.

Key Responsibilities

• Design hosting and application technology solutions based on client business requirements, OPS standards, policies, architecture principles, best practices, and cost models.
• Gather, analyze, and document business and technical requirements.
• Develop business design documents and document functional and non-functional requirements.
• Develop high-level application flows that support and demonstrate business requirements.
• Develop detailed functional design documents.
• Create detailed process flows and high-level screen designs mapping business process steps to application views.
• Design solutions that incorporate user experience, accessibility, WCAG, and AODA requirements.
• Conduct or support user research and usability testing.
• Develop user personas and user journey maps.
• Analyze user feedback and translate identified issues and pain points into solution improvements.
• Create wireframes and high-fidelity mockups using tools such as Figma or Adobe XD.
• Develop use cases, including business and system use cases, and identify/document business rules.
• Create and analyze business requirements documentation.
• Identify solution risks and develop mitigation strategies.
• Develop QA plans and write test cases.
• Develop and document UAT test strategies, scenarios, and plans.
• Create and maintain business architecture artefacts.
• Develop application screen mockups and screen flows and translate workflows into wireframes/prototypes.
• Develop application view visibility and CRUD (Create, Read, Update, Delete) matrices.
• Apply industry standards and best practices when evaluating and designing technology solutions.
• Assess existing systems for technical performance, capacity, scalability, and suitability.
• Make recommendations regarding system enhancement, expansion, renovation, migration, or replacement.
• Participate in planning, migration, implementation, and sustainment of large and complex technology initiatives.
• Evaluate emerging technologies, products, and technology trends against short- and long-term client requirements.
• Collaborate with business and technical stakeholders to bridge business requirements and technical solutions.
• Support change management activities and apply appropriate change management methodologies.
• Prepare technical documentation and solution design materials.
• Work effectively within large, multidisciplinary teams and meet aggressive project timelines.

Requirements

Mandatory QualificationsCandidates must demonstrate all of the following:1. Oracle Siebel CRM / Adobe AEM – 7+ Years

• At least 7+ years of experience designing solutions using Oracle Siebel CRM or Adobe AEM technologies.
• 7+ years of experience with Siebel and/or Adobe AEM solution implementation.

2. Business & Functional Design

• Experience developing business design documents.
• Experience defining and documenting functional and non-functional requirements.
• Experience developing high-level application flows supporting business requirements.
• Experience developing functional design documents.

3. Business Architecture

• Demonstrated experience creating and updating business architecture artefacts.

4. Solution Design & Application Flows

• Experience creating detailed process flows.
• Experience developing high-level screen designs that map process steps to application views.
• Experience developing application screen mockups and screen flows.
• Experience translating screen designs and workflows into wireframes and/or prototypes.

5. Business Requirements & Use Cases

• Demonstrated experience creating and analyzing business requirements documents.
• Demonstrated experience developing business/system use cases.
• Demonstrated experience identifying and documenting business rules.

6. UX / Accessibility

• Experience designing solutions incorporating user experience and accessibility requirements, including WCAG/AODA.
• Experience conducting user research and usability testing.
• Experience developing user personas and user journey maps.
• Experience analyzing user feedback and designing solutions addressing user issues and pain points.
• Experience creating wireframes and high-fidelity mockups using Figma, Adobe XD, or equivalent UI prototyping software.

7. Testing / QA

• Demonstrated experience creating QA plans and writing test cases.
• Demonstrated experience documenting test strategies, scenarios, and plans for User Acceptance Testing (UAT).

8. Risk & Problem Solving

• Demonstrated experience identifying project/solution risks and providing appropriate solutions or mitigation strategies.

9. Change Management

• Demonstrated experience with change management methodologies.

10. CRUD / Application Design

• Experience developing application view visibility and CRUD matrices.

11. RUP

• Demonstrated experience with Rational Unified Process (RUP).

Public Sector / OPS ExperiencePrior Ontario Public Service (OPS) or broader public-sector experience is strongly preferred.Candidates with experience working within government environments should be able to demonstrate familiarity with:

• Large-scale government technology implementations

Public Sector AssetsThe following would be considered assets:

• Experience with a Public Sector Transfer Payment / Grant Model.
