About the opportunity

The Senior Business Analyst is a key member of the Government of Canada (GC) Training Delivery team, responsible for the analysis, reporting, systems, processes, and program coordination that support effective training delivery.

Reporting to the Manager, Training Delivery, this senior individual contributor will translate program needs into actionable requirements, provide visibility into demand and capacity, and develop scalable processes and tools. The role works closely with Training Consultants, Instructional Designers, Training Operations, technology teams, and other cross functional partners.

What you’ll get to do

Program and Business Analysis

Partner with GC Training leadership on program planning, prioritization, resource visibility, and execution.

Translate business needs into clear requirements, workflows, processes, and implementation actions.

Coordinate dependencies across training schedules, learner populations, resources, systems, content readiness, and delivery milestones.

Identify program risks, gaps, and competing priorities and coordinate actions to address them.

Data, Reporting and Systems

Develop dashboards, executive summaries, and reporting that provide key stakeholders across the Government of Canada program with clear visibility into project status, training demand, capacity, delivery activity, learner readiness, risks, and other key program measures.

Analyze program data and support forecasting and capacity planning to inform decisions and identify delivery constraints.

Maintain the integrity of program and learner data through appropriate controls, audits, and reconciliation.

Support learning systems and other tools used to manage GC Training, including investigation and resolution of system or data issues.

Process Improvement and Execution

Identify and implement opportunities to simplify, automate, and scale GC Training processes, reporting, tools, and ways of working.

Lead assigned analysis, reporting, system, or process improvement initiatives from requirements through implementation, coordinating stakeholders, testing, and adoption as required.

Skills and experience we value

Postsecondary education in Business Administration, Learning and Development, Information Systems, Operations, or a related discipline, or equivalent experience.

7+ years of relevant experience in business analysis, training or program operations, learning systems, or a related field.

Experience translating business requirements into operational, process, reporting, or technology solutions.

Experience with data analysis, reporting, forecasting, capacity planning, or related analysis.

Experience with learning management systems or other enterprise systems.

Experience independently leading projects, workstreams, or process improvement initiatives involving multiple stakeholders.

Advanced proficiency with Microsoft Excel.

Ability to obtain and maintain the Government of Canada security status required to access Protected B information and a minimum of 5 years of Canadian residency.

What would make you stand out

Experience supporting large scale or complex training, Government of Canada, public sector, or enterprise implementation programs.

Experience with Dayforce or other Human Capital Management systems and learning platforms such as Docebo.

Experience with Power BI or other data visualization and reporting tools, including the development of dashboards and executive level reporting.

Experience with process mapping, workflow design, or business process improvement, including identifying opportunities to simplify or automate processes.

Experience with project or work management platforms used to coordinate complex initiatives, dependencies, and deliverables.

Experience applying automation or AI to improve business or operational processes.

English and French bilingual capability.
