Description of Job
The Business Operations Manager plays a crucial role in overseeing and managing the department’s contracts, procurement activities, banking systems, and data integrity. This position ensures compliance with fiscal and procurement regulations, provides expert advice on procurement processes, and supports the department’s business operations. The Business Operations Manager will also act as a backup for the Banking Relationship Manager and will be responsible for organizing and managing quality assurance processes across various operational functions.
Key
Responsibilities
- Contract Management & Execution:
- Review, evaluate, and ensure alignment of contract scopes of work with departmental needs.
- Draft, amend, and finalize program-specific contract documents, exhibits, and amendments.
- Oversee contract execution, including distribution and management within the State’s Contract Management System (CMS).
- Ensure the timely and accurate renewal, modification, and tracking of active contracts.
- Procurement & Compliance Oversight:
- Serve as the department's subject matter expert on the procurement of goods and services, providing technical advice and strategic recommendations.
- Manage and execute procurement processes, ensuring adherence to state fiscal and procurement rules, laws, and guidelines.
- Support the department in securing necessary resources while maintaining compliance with applicable procurement regulations.
- Banking Systems & Security Administration:
- Oversee the administration and security of the department’s online banking systems.
- Ensure that banking transactions, accounts, and processes comply with established security protocols.
- Actively monitor and manage banking system operations to prevent and address any security risks.
- Business Operations & Process Management:
- Oversee and optimize business support processes to improve operational efficiency.
- Organize and streamline operational workflows across the department to enhance productivity.
- Actively collaborate with cross-functional teams to address and resolve operational challenges.
- Backup for Banking Relationship Manager:
- Act as a backup to the Banking Relationship Manager, ensuring continuity of banking operations and relationships.
- Provide support in managing and maintaining banking relationships, systems, and processes as needed.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Experience Only:
Seven (7) years of professional experience in business or financial operations, contracts, procurement, banking, or an area closely related to the major job duties.
OR
Education and Experience:
- Education from an accredited college or university in accounting, business administration, public administration, finance or another field of study closely related to the job duties will be considered.
AND
Preferred
qualifications
- State of Colorado Government experience in contract management, procurement, banking systems, or business operations
- Strong knowledge of state fiscal and procurement regulations and banking security practices
- Excellent organizational, communication, and problem-solving skills
- Ability to work independently and collaboratively in a fast-paced, deadline-driven environment
- Experience providing technical assistance and training.
