Job Title: SC Cleared Delivery Manager - Technology Test Services & Environments

Location: West Country - Hybrid

Salary/Rate: £550 - £600 (Inside IR35)

Start Date: Immediate

Job Type: Six Month Contract

We are looking for an experienced Delivery Manager to support the planning, coordination, governance and reporting of technology test services and representative test environments within a large-scale transformation programme.

The role will work across multiple delivery teams, suppliers and programme stakeholders, ensuring that delivery plans are realistic, aligned and actively managed. A key focus will be integrated planning, dependency management, risk management, governance and delivery forecasting.

This is a delivery-focused role requiring someone who can bring structure to complex programmes, coordinate multiple workstreams and ensure environments and services are ready to support planned integration and testing activities.

Job Responsibilities/Objectives

  • Work with Test Managers and delivery leads to produce, baseline, maintain and report against integrated delivery plans and schedules.
  • Provide clear input into programme governance, lead regular delivery checkpoints and contribute to monthly programme reporting.
  • Ensure delivery plans remain aligned to wider programme roadmaps, milestones and dependencies.
  • Lead regular planning and alignment sessions across technology, delivery and supplier teams.
  • Proactively manage dependencies across multiple supplier and programme delivery plans using Agile delivery practices.
  • Coordinate delivery activity around supplier release windows and ensure required test environments and services are available and appropriately configured for planned testing activities.
  • Work closely with Project Managers and other delivery leads to maintain a coherent joint delivery plan.
  • Identify, manage and report risks, assumptions, issues, dependencies and opportunities (RAIDO) in line with established governance processes.
  • Provide accurate and timely progress updates to programme leadership.
  • Escalate delivery risks, issues and decisions where programme-level intervention is required.
  • Facilitate delivery forums, ensuring clear actions, owners and deadlines are established and followed through.

Key Accountabilities

The successful candidate will be responsible for ensuring:

  • Delivery plans are realistic, baselined, actively maintained and supported by appropriate governance.
  • Plans are clearly aligned to wider programme roadmaps and delivery milestones.
  • Programme reporting is accurate, timely and provides appropriate visibility of RAIDO.
  • Weekly checkpoints and planning sessions result in clear decisions, actions and ownership.
  • Dependencies across multiple delivery teams and suppliers are actively managed.
  • Test environments and supporting services are available and appropriately configured for agreed delivery and testing windows.
  • Delivery risks and issues are identified early and escalated appropriately.

Required Skills/Experience

The ideal candidate will have the following:

  • Proven experience as a Delivery Manager within complex, multi-supplier technology or transformation programmes.
  • Strong experience in integrated planning, scheduling, dependency management and delivery forecasting.
  • Experience coordinating multiple teams, suppliers and interconnected delivery roadmaps.
  • Good understanding of the software delivery, quality assurance and testing lifecycle.
  • Practical experience working with Agile delivery methodologies.
  • Strong programme governance and reporting experience.
  • Experience managing RAIDO / RAID logs, dependencies, risks, issues and assumptions.
  • Ability to lead delivery forums and facilitate discussions involving multiple stakeholders.
  • Strong stakeholder management skills, with the ability to work effectively with Project Managers, technical teams, suppliers and senior programme stakeholders.
  • Excellent written and verbal communication skills.
  • Highly organised, structured and comfortable working in a complex delivery environment.
  • Active SC Clearance is essential.

Desirable Skills/Experience

Although not essential, the following skills are desired by the client:

  • Previous experience delivering projects or programmes within a GDS / UK Government environment.
  • Experience working with large-scale technology transformation programmes.
  • Experience coordinating test environments, testing services or technology platforms.
