Job description

Overview
The Emma Caldwell Public Inquiry, established under the Inquiries Act 2005, is an independent investigation into matters of significant national interest. Although independent of the Scottish Government, it is largely staffed by civil servants on assignment from SG, working under the direction of the Chair, Lord Scott.
The Inquiry team is responsible for the full range of administrative and operational functions, including policy development, strategic planning, finance, facilities, security, and communications. As a public and high-profile inquiry, it will address complex and sensitive issues, requiring robust risk management and careful stakeholder engagement.
Evidence Team
The Evidence team is formed of three core strands; Ingathering & Processing, Disclosure & Redaction and Audit, Display & Systems. Each of these teams undertakes work integral in the handling of evidence through the Emma Caldwell Inquiry, ensuring the evidence is secure, safe and appropriately handled.
The Evidence team will work closely throughout the Emma Caldwell Inquiry with the Legal team, Counsel, the Hearings and Witnesses team and other delivery partners. This will include providing additional support in line with business needs throughout the hearings.
Key responsibilities
- Contribute to the development of efficient document and evidence management processes.
- Demonstrate initiative and creativity in establishing evidence redaction, disclosure and bundling processes while working collaboratively with Inquiry staff.
- Work collaboratively to redact, group and bundle evidence, ensuring the evidence is organised and audited in line with legal timelines.
- Work at pace with the Evidence Redaction and Disclosure Officer to embed processes, quality assure redactions and disclosures and support the wider evidence team throughout the Inquiry.
- Apply a systemic and detailed approach to reviewing and redacting sensitive materials prior to disclosure to interested parties and ensuring evidence is presented accurately and on time.
- Provide oversight and assurance of the redaction process to the Evidence Team Leader.
- Recruit, manage and develop a resilient and collaborative team, fostering a supportive and effective working environment.
- Line management of 2 x B2 staff.
Location
The Inquiry will have two bases, one in Edinburgh for the administration, and one in Glasgow for the oral hearings. The postholder will be required to travel regularly between the sites. While virtual & hybrid working may be feasible at some points, there is an expectation that the Evidence Redaction & Disclosure Manager will be present in Glasgow for the duration of the inquiry hearings. Attendance at the hearings will require in-office working up to 5 days a week during the course of the inquiry.
Due to the nature of delivering public hearings annual leave and flexible working hours will be restricted at times during this post. While job sharers and individuals on any working pattern are welcome to apply, the likely restrictions should be noted and may not suit all.
Experience:
Work within an on-going inquiry, handling of evidence, and an understanding of redaction processes and bundling will be required for the role.
