Regional IT Lead - Abt Global Central Mechanism

The Opportunity:
Under the supervision of the Abt Global MEL Director the Information Technology Lead manages IT support for the AFGHS – Abt Global Mechanism by providing oversight for all IT across all country offices. This involves providing oversight for the local IT managers where applicable and providing remote support or coordinating contractor IT support for offices without local IT staff. Based in Ghana, this position will also provide in-person IT support for that office.
The AFGHS–Abt Global is a U.S. Department of State (DoS) central mechanism with a period of performance from September 12, 2026, through September 30, 2027. The award seeks to sustain malaria vector control and HIV prevention and treatment while helping partner countries deliver effective health services, strengthen health information, supply chain, and laboratory systems, improve infectious disease preparedness and response, and transition donor-supported programs toward sustainable country leadership. The award covers 14 countries: Cameroon, Côte d’Ivoire, the Democratic Republic of Congo, Ethiopia, Ghana, Guinea, Kenya, Madagascar, Malawi, Mozambique, Niger, Sierra Leone, Uganda, and Zambia. Across participating countries, Abt works with government counterparts to align implementation with national priorities and applicable bilateral agreements, address priorities capacity and service delivery gaps, and progressively transition key functions to country-led systems.
This position runs for 11 months and will be based in Ghana from November 1, 2026, through September 30, 2027.
Core Responsibilities
Mechanism-wide Program Support
- Oversee the IT components of site startups and closeouts for the global mechanism, adhering to Abt Global standard procedures.
- Provide functional oversight for local IT managers in country offices. Organize opportunities, such as a monthly IT manager meeting, for the local IT managers to share best practices, learn about upcoming technology and cybersecurity changes and provide feedback on how technology can better support local operations.
- Provide remote IT support for country staff who do not have an in-country IT manager. Coordinate contractor IT support where necessary.
- Review country IT equipment purchases ensuring all equipment meets Abt and USG contracting standards prior to purchase.
- Participate in recruitment efforts for new country IT Managers, as applicable.
- Serve as the primary liaison between program operations and corporate IT to coordinate the rollout of new technologies and cybersecurity initiatives, escalate technical issues, and communicate local program needs to ensure alignment with enterprise standards.
Direct site office support (for potential Ghana office and virtual for sites without IT support):
- Provide IT support to program staff including laptop software and hardware troubleshooting in-person, by phone or using remote access tools.
- Track and process all project staff IT Support incidents, requests and tasks using the ServiceNow ticketing tool.
- Manage the project office’s network, coordinating with the ISP and Abt Global IT as appropriate.
- Manage the inventory of laptops and other IT equipment. Image, reimage, configure and join Abt laptops to the domain.
- Support the onboarding and offboarding of employees according to standard procedures.
- Provide technical support for the resolution of major outages, network or system failures such as but not limited to firewall failures, virus attacks, etc.
- Support programmatic activities providing IT guidance or support for MEL data collection activities or participating in procurement selection committees for IT or mobile data collection equipment, support program team with the use of Teams for document storage, as needed.
- Be knowledgeable of and adhere to all Abt Global IT Policies.
What We Value:
- Bachelor’s degree in computer science, computer programming, or another IT-related field.
- At least 4 years of relevant professional experience in IT network administration in a Windows environment, including internet access support.
- Ability to manage and provide technical oversight to junior programmers and consultants.
- The ability to work well in collaboration with VIPs, executives, stakeholders, and technical advisors.
- Experience in using IT Support Ticketing Tools, ex: ServiceNow.
- Work experience in NGOs or International organizations is a plus.
- English professional fluency is required, Fluency in French preferred.
