A. Ethical and Legal Requirements
- Familiarize with all applicable AML/CFT laws and regulations, risk and compliance related policies and procedures.
- Demonstrate commitment to legal and ethical behavior by ensuring risk management and compliance practices are in compliance with applicable requirements (and guidance) of the legal systems, regulatory and internal requirements, etc.
- Ensure all responsible areas are in compliance with ethical and legal standards
B. Assist the Senior Manager to manage AML Advisory, Review and Reporting Team
- Effectively discharge the responsibility of being the Second Line of Defence (SLOD) function in relation to the compliance of Sanction Policy, AML/CFT and National Security Law (NSL), Trigger Event Review and Regular review of high-risk customers, which align to regulatory requirements and company’s risk appetite.
- Keep abreast of the regulatory requirements to conduct gap analysis and update relevant AML/CTF, Sanction guidelines and SLOD procedure manuals as well as review of the procedure manuals of FLOD (where required).
- Proactively lead AML Advisory, Review and Reporting Team to conduct customer risk assessment to address potential Sanction, money laundering and terrorist financial risks in the course of ongoing customer review (including review of customer profile and name screening).
- Provide advisory comments of new projects/ products/ assignments to FLOD on the design of product features and functionalities, customer ongoing monitoring, AML/CFT regulatory compliance in the daily operations and processing.
- Promote risk-based compliance monitoring and assist the Senior Manager to seek clearance from the HKMA
- Prepare or review the HKMA regulatory report, NSL related Suspicious Transaction Reporting (STR) to JFIU, Risk Management Reports to Senior Management, Risk Committee and Board on a timely manner.
- Review the AML/CFT assessment conducted by FLOD and criticize the AML/CFT risk assessment and mitigation measures in their routine processes.
- Provide guidance and assist coordinate with FLOD in conducting health check or remediation project, where appropriate to meet the AML/CFT regulatory requirements.
- Supervise the AML Advisory, Review and Reporting Team and continuously manage subordinates’ efficiency and quality of works to meet the SLA and KPI as agreed with regulatory bodies and senior management from time to time.
- Assist senior manager to provide regular on-job training, recruitment and performance management of the “Subordinates” of the Team that directly supervises
- Liaison of HKMA for handling Complaint matters and ad-hoc enquiries from HKMA (e.g. on regular submission).
C. Others
- Proactive in addressing and resolving high risk issues identified
- Coach junior members of the Team
- Any other tasks that the Department Head, DGM or Senior Manager directs from time to time.
