The Civil, Family, Tribunals and Administration of Justice Directorate is recruiting for a Delivery Manager on a 12-month temporary basis. The role is available on Detached Duty or Loan terms both on level and temporary promotion. The terms are dependent on which part of MoJ is your home unit.

Candidates are reminded that to be eligible for this campaign; you must still be employed by the Ministry of Justice as a civil servant at the point of accepting the role. If you resign or your FTA contract ends before you are made and accept an offer, you will become ineligible and you will be withdrawn from the process.

National.

Occasional travel to London (102 Petty France) or Leeds (5 Wellington Place) is required. In addition, occasional travel to other areas may also be required for the purposes of site visits, or for wider programme events or training. We offer a hybrid working model, allowing for a balance between remote work and time spent in your base location.

Existing Civil Servants will have their salary calculated in accordance with the Department’s pay on transfer / pay on promotion rules.

The Child Focused Courts Programme

The Child Focused Courts programme is a flagship national reform of the family courts subject to significant ministerial, judicial and external stakeholder interest. It was first introduced in Dorset and North Wales in February 2022 in response to the previous Government’s commitment to trial a more investigative and less adversarial approach to private law proceedings in England and Wales.

The model is designed to improve experiences and outcomes for families, particularly adult and child victims of domestic abuse. It focuses on early identification of risk, increased engagement with children and bespoke support for victims, all within a streamlined court process.

The aims of the model are to:

  1. Improve the family court experience children and families
  2. Improve co-ordination between the family court and multi-agency partners
  3. Improve the efficiency of the court process
  4. Reduce re-traumatisation of victims and children
  5. Reduce the number of cases which return to court

The model is currently operational across all of Wales and in seven English court areas. In March this year, the government committed to national rollout to all remaining court areas by March 2029. Eleven additional court areas are preparing for launch in the 2026/27 financial year making this the biggest year of delivery so far and an exciting time to join the team.

Delivery Manager - the role

The Delivery Manager role has responsibility for coordinating the implementation of Child Focused Courts throughout national rollout. You will act as the lead contact in MoJ for a number of local areas and will work with operational leads across HMCTS, Cafcass and other local stakeholders to develop detailed preparation and delivery plans, including training and wider engagement, ahead of launch. This will be one of several delivery managers in the team, and you will have oversight of a range of court areas including those which have already adopted the Child Focused Courts Model and those which are in the planning and preparatory stages.

Your responsibilities

  • Lead on the delivery of Child Focused Courts for the MoJ in your assigned areas with significant input into programme governance.
  • Work with Local Implementation Managers and others to co-ordinate preparation, assess operational readiness, and ensure practitioners effectively embed the new way of working.
  • Support areas as they transition to business as usual and work to ensure that multi-agency working is embedded in existing structures and long-term cultural change is delivered.
  • Support strategic work for future years of national rollout including resource planning, analysing performance, and considering interaction with other reforms.

Skills and Experience

Essential

  • Experience of working in a programme or delivery environment
  • Experience of working collaboratively with a diverse range of stakeholders using strong communications skills
  • Able to brief verbally and in writing, explaining detailed issues clearly and succinctly
  • Ability to plan and deliver work to tight deadlines, being flexible and responsive to changing pressures and priorities
  • Experience of supporting formal governance boards and working level groups to deliver against ministerial priorities in a complex delivery landscape

Desirable

  • An understanding of the family justice system
  • An understanding of working with the judiciary
  • Experience of working delivering national programmes or projects through local stakeholders
