Description for Candidates:
-
Manage, direct, coordinate and supervise the permit and inspection activities of the residency office's Land Development Section. Perform necessary plan review for proposed permit projects. Meet with government officials and staff, developers, consulting engineers and VDOT District and Central Office staff to discuss engineering soundness, design and impact of land development activities on the transportation network maintained by VDOT. Provide technical support to assigned engineering program area through coordinating and supervising activities of subordinate staff.
How you will contribute:
- Compliance: Ensure compliance with all Construction Directives (CDs), environmental safety, EO, Materials, acceptance testing and quality directive. Ensure assigned project is compliant with VDOT, District, and regional environmental and safety goals. Ensure environmental discrepancies and safety violations are corrected. Monitor and assure compliance with all VOSHCP, OSHA, DPOR and VDOT safety policies and regulations.
- Design Changes: Review and recommend approval of design changes to ARALD and authorize field adjustments on behalf of same in a timely manner to include open cutting of roadways, special exceptions and variance exceptions.
- Engineering Solutions: Provide engineering solutions to complicated utility conflicts and unusual field disputes between property owners and others. Respond quickly to emergency situations which jeopardize public safety. Supervise resolution of maintenance related permitting issues with maintenance superintendents or maintenance management personnel including drainage problems, illegal landscaping and fencing.
- Engineering Technology Solutions: Provide engineering technology solutions to complex or unusual cases and projects.
- Job Safety: Determine and demonstrate proper work site protection techniques. Ensure workplace safety by identifying workplace hazards and making suggestions for improvement. Wear proper personal protection equipment. Maintain current knowledge of safety rules, regulations, laws and procedures (OSHA, VOSHA, etc.). Ensure equipment is used properly and safely. Apply MUTCD for detours, lane closures, work zones, etc. Maintain clean, orderly, and safe work environment. Follow VDOT safety regulations and practices.
- Permit and Street Acceptance Program: Review assembled packages and documentation for the permit and street addition program and approve for processing. Coordinate with appropriate district and CO sections on procedure and policy related decisions that may have significant impact on residency or VDOT operations.
- Records Maintenance: Maintain automated and written reports and project records for activities performed in assigned program area. Records are maintained in compliance with agency standards.
- Special Studies: Perform special studies and assignments to support initiatives and decision making for assigned engineering program area. Prepare project related correspondence.
- Supervise and Train Technicians: Supervise and train technicians in performing duties for their assigned program area. Ensure technicians are capable of performing assigned activities.
- Technical Advice and Guidance: Serve as a technical resource and consultant to inspectors, contractors and agency management. Instruct and guide field staff to assure work conforms to Agency, OSHA, VOSH and contract safety policies, plans, specifications and contract documents.
- Time Management: Ensure work assignments are performed to achieve on schedule completion of activities on projects. Manage multiple projects and adjusts priorities as needed.
- VDOT Representative: Represent VDOT with outside contacts, which include handling and resolving concerns of contractors and the public.

Minimum Qualifications:
- Ability to analyze problems and negotiate compromises and solutions.
- Ability to read and interpret engineering drawings from multiple sources.
- Knowledge of pavement construction, maintenance, rehabilitation design, materials, and methods.
- Knowledge of pavement engineering, design and construction principles, specifications, and methods.
- Knowledge of soil mechanics, materials properties, materials testing procedures and evaluation methods.
- Valid driver's license.
Additional Considerations:
- A combination of training, experience, or education in Civil Engineering or related field desired.
- Experience supervising small work groups.
- Experience working with land use and permitting processes related to transportation.
- Experience working with permits and inspection activities. Experience performing plan review for proposed permit projects.
