THE POSITION

DESCRIPTION OF WORK

This Civil Engineer Transportation works in the Operations Section of the District Traffic Unit performing work regarding the most complex traffic control signing.

Resolves problems concerning signing issues. Enters sign equipment master data and creates sign notifications in SAP Plant Maintenance to address problems and implement signing improvements.

Determines appropriate destinations for major guide and supplemental guide signs.

Spots locations for new overhead sign structures and determines design parameters for such structures.

Determines appropriate locations for logo signs and participates in the inspection of these signs.

Reviews detour plans for compliance with Chapter 212, Publications 213 and 236, and Design Manual Part 3.

Monitors sign survey/upgrade goals monthly by county. Provides monthly status report.

Monitors county sign crew adherence to replacement of signs 18 years or older on the NHS Routes and 13 years or older on the Non-NHS Routes. Performs spot checks by reviewing at least one completed sign maintenance work order for each county on an annual basis.

As a Signs Power User, provides technical assistance and training to county maintenance and district personnel with respect to questions/problems regarding Plant Maintenance. Inputs and updates sign data into SAP Plant Maintenance for equipment master data, creates sign notifications & sign work orders, orders signs, prints work orders, generates reports, monitors status of work orders, etc.

Drafts utilizing MicroStation CADD, signing & pavement marking plans, detour plans, emergency detour plans, and reflective pavement marker plans. Designs sign fabrication sheets using SignCAD and Publication 111. Tabulates pay items and quantities for contract plans via AutoTab.

Reviews and responds to requests for Tourist Oriented Directional Signs (TODS) and General Motorist Service signs (GMS).

Determines the need for and resurveys signing upon completion of construction projects and Highway Occupancy Permit projects for the purpose of updating sign survey sheets and equipment master data in SAP Plant Maintenance.

Enters equipment master data in SAP Plant Maintenance and creates sign notifications and sign work orders for bridge-related signing by the due date.

Reviews all BicyclePA Routes within the District annually by March 30th for maintenance of proper route markers. Creates sign notifications to address any such deficiencies by April 15th.

Conducts traffic control device surveys, both daytime and nighttime. Collects sign retro-reflectometer readings as directed and enters data into SAP Plant Maintenance.

Reviews and updates emergency detour plans for all freeway segments and the five critical bridges annually. Plans are revised to reflect changes due to construction projects, detour route selection, and standards/regulations/policy updates.

Determines appropriate locations, obtains cross sections, designs Type A post-mounted sign installations, and computes pay quantities for the same.

Reviews traffic calming and roundabout submissions and requests.

Reviews and responds to requests for midblock pedestrian crosswalks.

Attends and represents the District Traffic Unit at all Winter Coordination Meetings that are held by the Maintenance Districts comprising Engineering District 3-0.

Performs other related duties as required.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

Qualifications:

  • Minimum Experience and Training Requirements- Successful completion of the Civil Engineer Trainee training program;OROne year of civil engineering experience in the appropriate specialty, and a bachelor's degree in civil engineering or a closely related engineering discipline;ORFour years of civil engineering experience in the appropriate specialty, and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists, and an associate's degree in civil engineering technology or a closely related engineering discipline;ORFive years of civil engineering experience in the appropriate specialty, and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists;ORan equivalent combination of experience and training.

  • Condition of Employment:This position requires possession of a valid driver's license.
