East Bay Municipal Utility District (EBMUD) invites qualified individuals to apply for an opening in the Distribution, Maintenance and Construction Division of the Operations and Maintenance Department. The Dispatch Center Representative follows established procedures to prioritize and process incoming dispatch requests regarding system faults and provides internal and external customer support 24 hours a day, 7 days a week for EBMUD emergencies.

Examples of duties:

  • Prepares, prioritizes, and processes dispatch requests regarding water system faults and dispatches investigators to evaluate system faults by radio, telephone or other electronic means.
  • Monitors and operates a multi-channel radio system and emergency notification systems.
  • Utilizes a variety of online resources to identify and research significant events that may directly impact ongoing field work and communicates significant events to EBMUD personnel.
  • Creates records of trouble calls, radio transmissions, security checks, and other incident summary data.
  • Fields customer calls and enters call details into a database for tracking and follow-up.
  • Notifies appropriate agencies of traffic hazards, road closures, water outages, and hydrants that are out of service.
  • Confers with other EBMUD staff to obtain information or relay customer inquiries.
  • Initiates, tracks, and coordinates emergency communications between EBMUD staff, other agencies, and emergency responders.
  • Issues electronic notifications and public alerts under the authority of supervisors, managers, or other EBMUD personnel.
  • Monitors National Oceanic Atmospheric Administration (NOAA) Fire Weather Zones and sends out Red Flag warnings.
  • Explains charges, billing procedures, and other related matters to EBMUD's water service and wastewater treatment customers.
  • Performs other related duties and responsibilities as required.

The salary range is $5,753 per month increasing to $6,041, $6,343, $6,660 and $6,993 after 6, 18, 30, and 42 months, respectively.

Requirements: 1. Completion of the twelfth grade, or its equivalent; and

2. Two years of general clerical experience which includes public contact utilizing a telephone or related communications system, comparable to the EBMUD class of Telephone/Radio Operator or Customer Services Representative I/II.

In addition, the incumbent must be willing to work overtime in emergency situations, as needed, work any day and any shift within a 24-hour period (continuous operations) and possess the physical characteristics to perform the critical and important duties of the job.

Desirable qualifications:
  • Knowledge of two-way radio transmitting practices.
  • Some experience in telephone or radio transmission.
  • Ability to follow oral and written directions.
  • Ability to work under pressure in emergency situations and use good judgment.

The Selection Process: 1. Submit a completed EBMUD application and the required supplemental question responses online at www.ebmud.com by 4:30 p.m., Friday, October 11, 2019. Only the first 240 qualified application materials submitted online during the filing period will be accepted.

2. Candidates must achieve a passing score on each test part in order to advance to the next step in the selection process.

3. All qualified applications and supplemental responses will be evaluated and those passing will be invited to a written test tentatively scheduled for November 1 or 2, 2019.

4. Successful candidates will be placed on the hiring list, based on rank, for further consideration to fill the current regular vacancy, as well as others occurring over the next 12 to 24 months.

5. The probation period for this position is 6 months. For those holding civil service status the probation period is 6 months.

6. All employment offers are conditional, pending the results of a Live Scan background screening. All selected finalists must participate in the Live Scan background screening process to remain in consideration for EBMUD employment.
