This position is in the District Department of Transportation (DDOT), Davis Bacon Compliance Division and reports to the Operations Manager. The Davis Bacon Compliance team is responsible for analyzing, enforcement and monitoring of compliance with regards to the Davis Bacon provision. They evaluate transportation related construction contract requirements for certified payrolls. The team analyzes data to include quantitative and qualitative reviews in order to promote and achieve compliance with the Prevailing Wage Law and the Davis Bacon requirement.

Also, this team ensures that performance metrics are adequately measured, tracked, and reported by conducting field interviews, enforcing contract requirements, participating in site visits and providing contractor education.

Duties and Responsibilities

The incumbent will analyze, extract, summarize, and identify compliance issues in accordance to the Prevailing Wage Law. Will develop, maintain, and monitor projects, and integrated reporting system(s) affecting program(s) throughout the life of the construction project. Will communicate information to supervisor for effective evaluation of program operations and milestones. Conducts management surveys, audits, projects, etc., and provides advisory services to operating or management officials. Attends various program meetings to obtain the progress of construction projects, submits weekly data reports and performance measures as required

Qualifications and Education

Undergraduate Education: Major study - any field.

Graduate Education: Major study - industrial relations, personnel administration, or other fields related to the position such as business administration, labor economics, or law.

Specialized Experience – Experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and this is typically in or related to the work of the position to be filled. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

Working Conditions/Environment

The work is predominantly sedentary, and the employee is normally seated; however, the nature of the work allows for periods of walking, standing, and traveling to meetings, driving a vehicle etc. is required.

Position Designation(s): The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability - Security Sensitive. Emergency Designation: This position has been designated as an emergency employee position under the provisions of District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operation, food distribution, and communications. These duties may be performed when the government is closed or when most employees are dismissed early. Employees are required to work rotating shifts, to include evenings, nights, weekends and holidays. Employees are considered emergency personnel and are subject to call-in 24 hours a day and will be required to provide the employing agency with a telephone number where they can be reached.
