Position Description

We are seeking a detail-oriented and highly organized Accounts Payable Analyst to join our finance team. The ideal candidate will manage the accounts payable process, ensuring invoices are processed accurately and payments are promptly made. This role is essential for maintaining vendor relationships, ensuring compliance with financial policies, and supporting overall financial operations.

  • Review, verify, and process invoices, ensuring accuracy and compliance with company policies.
  • Reconcile accounts payable ledger to ensure all payments and transactions are recorded correctly.
  • Respond to vendor inquiries and resolve discrepancies in a professional and timely manner.
  • Prepare and process payments, including checks, ACH transfers, and wire payments.
  • Assist in the month-end and year-end closing processes, including journal entries related to accounts payable.
  • Monitor accounts to ensure timely payments and avoid late fees or penalties.
  • Collaborate with internal teams to ensure proper coding and approval of invoices.
  • Maintain and organize accurate records for audits and reporting purposes.
  • Liaison between the Purchasing Department and Harris County Auditing.
  • Set goals and maintain deadlines for the department to manage compliance purchasing functions.
  • May represent the division at business meetings and conferences.
  • Interpret and explain policies, rules, and regulations related to HCSO personnel.
  • Train staff members and provide back-up support to other Purchasing personnel.
  • Complies with civil service, departmental, bureau, and division rules, regulations, and standard operating procedures.
  • Perform other duties and assignments as required and/or necessary.

Requirements

  • Bachelor’s degree in accounting, finance, business administration, or a related field.
  • 3 years of experience in accounts payable, bookkeeping, or general accounting.
  • A combination of education and experience that demonstrates the candidate meets the competencies of the position will be considered.

Skills

  • Proficiency in Microsoft Excel (e.g., pivot tables, VLOOKUPs) and financial reporting tools.
  • Strong analytical and problem-solving skills.
  • Exceptional attention to detail and accuracy in data entry and financial processes.
  • Excellent communication and interpersonal skills to collaborate with vendors and internal stakeholders.
  • Ability to prioritize tasks, meet deadlines, and work efficiently in a fast-paced environment.
  • Ability to monitor/track expense accounts and initiate addendum requisition for additional funds as needed.
  • Ability to prepare purchase orders, bid specifications, and agreements and assist in making recommendations regarding awards

Preferences

  • Experience in a high-volume accounts payable environment.
  • Familiarity with the Harris County STARS system
  • Certification in bookkeeping, accounting, or a related field
  • Proven ability to identify and implement process improvements.

Work Environment
This job operates in a professional office environment. This role routinely uses standard office equipment, such as computers, phones, photocopiers, filing cabinets, and fax machines.
Physical Demands
This role is sedentary, however, the ability to lift and carry up to 10 pounds is necessary to lift files and/or boxes of files, documents, etc.

Position Type and Typical Hours of Work
This is a full-time position. Days and hours of work are typically Monday through Friday, 8:00 a.m. to 5:00 p.m. Hours may vary based on the business needs of the department.
