JOB SUMMARY: To provide administrative support to the Public Works Director and the Road and Bridge Director in the maintenance of departmental records and preparation of reports, purchasing of office supplies and uniforms, analysis of workflow processes and software needs, maintenance of vehicle and equipment inventory, and monitoring of departmental budget accounts.

ESSENTIAL JOB FUNCTIONS:

  • Purchases office supplies for support staff of Road and Bridge; obtain quotes by telephone and fax when needed.
  • Orders and requests service for all cell phones and pagers for Road and Bridge staff.
  • Coordinates and maintains the calendar for events scheduled at the Big Dam Bridge, Two Rivers Bridge, and Two Rivers Park.
  • Prepares copies of all needed materials for meetings for the Director of Road and Bridge.
  • Ensures contracts are prepared for review by the supervisor prior to renewal date,
  • Maintains computerized records of all County vehicles and large equipment including the vehicle identification numbers and all Road and Bridge tools and office equipment.
  • Maintains departmental records regarding Road & Bridge projects.
  • Maintains files of project and purchase contracts.
  • Maintains departmental budget records for term contract and office supply line items; monitors accounts to ensure appropriate maintenance of funds; informs supervisor when funding is insufficient.
  • Requests purchase orders for term contract orders when necessary; ensures vendors comply with all appropriate material requests and County regulations.
  • Process paperwork for vehicle and equipment purchases.
  • Coordinates the purchase of employee uniforms ensuring employees are measured for the correct size, accurate uniform ordering, and uniform distribution.

SECONDARY DUTIES AND RESPONSIBILITIES:

  • Analyzes departmental electronic record keeping needs; researches available software to make recommendations as to any software purchases.
  • Writes general correspondence for Road and Bridge Director upon request.
  • Maintains appointment calendar for Road and Bridge Director and Public Works Director.
  • Prepares confidential correspondence as needed for the Director of Road and Bridge.
  • Establishes departmental record-keeping systems.
  • Prepares budget proposals for needed funds for office supplies based on past usage and projected usage for the upcoming year.
  • Prints notices for road closings, neighborhood meetings, and other activities; forwards to all necessary staff and agencies.
  • Attends the River Trail Monthly committee meeting as a representative of the Road and Bridge Department; ensures Policies and Procedures are followed per scheduled events.
  • Receives Road and Bridge account payable invoices; reviews to ensure accuracy of the amount and sufficient funding in the budget; codes as to appropriate line item.
  • Responds to inquiries from the general public concerning the Bridges projects and services.
  • Trains support staff in the use of computers and related software.
  • Runs departmental errands and occasionally as needed.
  • Performs other related duties as assigned.

WORKING CONDITIONS: Work is primarily performed in a smoking-restricted office environment. The position may be required to run occasional departmental errands.

MINIMUM QUALIFICATIONS:

REQUIRED SKILLS, KNOWLEDGE, AND ABILITIES:

o Considerable knowledge of departmental policies, procedures, projects, and functions.

o Considerable knowledge of office procedures, practices, equipment, and terminology.

o Good knowledge of basic bookkeeping purchases.

o Considerable knowledge of office software including Microsoft Word, Excel, Access, PowerPoint, and Publisher.

o Ability to compose numerical and narrative reports.

o Ability to establish and maintain a detailed record-keeping system.

o Ability to conduct research and summarize data.

o Ability to analyze and interpret contracts, policies, and procedures.

o Ability to compose general correspondence.

o Ability to analyze workflow procedures for efficiency and effective work performance.

o Ability to attend work regularly and reliably.

o Skill in the operation of a calculator.

o Skill in the operation of and data entry into a computer.

PHYSICAL REQUIREMENTS:

o Ability to communicate effectively orally on an individual basis, in person, and by telephone.

o Digital dexterity is necessary for keyboard operation.

o Visual acuity is needed to obtain information from the computer screen.

o Ability to lift and carry loads up to 15 pounds.

EDUCATION AND EXPERIENCE:

Completion of college-level or vocational school course work in accounting, bookkeeping, business, or a related field including training in the use of computers and office support

software; considerable work experience in administrative support, business administration, or a related field; or any equivalent combination of experience and training which provides the required skills, knowledge and abilities.

Requirements

Employment is contingent upon the successful completion of a criminal background check.

Must possess or be able to immediately obtain a valid Arkansas driver's license.

Regular and reliable attendance is an essential function of this position.
