Job Description:
This position will primarily be responsible for compliance auditing of CDL 3rd party testers, CDL 3rd party examiners, and driver license examiners. Federal regulations require the DMV to increase oversight and monitoring of persons involved in skills testing for CDL applicants. Compliance with the federal regulations is necessary to ensure Nebraska is not in jeopardy of losing millions of dollars of highway trust funds. This position will assist in providing oversight over other programs the DMV is responsible for administering. Position will be based at the Nebraska State Office Building (NSOB) in Lincoln, NE.
Job duties:
Performs desk and skills test audits on all DMV and CDL third party testers and examiners to ensure compliance with federal CDL requirements. Recommends suspension/revocation of examiner and tester certification. Testifies on behalf of DMV at appeal hearings. Evaluates all CDL skills test scores from DMV examiners and CDL third party testers and examiners, works with appropriate individuals to make needed changes and looks for irregularities to detect potential fraudulent testing practices. Performs desk and skills test audits on all DMV examiners to ensure compliance with DMV policies and per requirements. Performs new and renewal audits for DMV-certified driver safety schools and driver training schools according to rules and regulations. Ensures that schools and instructors meet minimum requirements. Interprets rules and regulations, state and federal statutes and develops and proposes necessary changes for driver safety courses, driver training schools or CDL third party program for CDL Program Manager or Administrator. Prepares reports, draft articles and gives presentation for driver safety courses, driver training schools or CDL third party program. Attends meetings as needed. Requirements / Qualifications:
Minimum Qualifications: Associate degree in public or business administration, accounting, or any discipline related to the work assigned. One year of experience in administrative, business management or technical support work including collecting and interpreting statistical, financial, program, or administrative data; or interpreting laws, rules, regulations, and processes. Experience may substitute for education on a year-for-year basis.
Preferred Qualifications: Experience in office, administrative, technical, or support work, or in identifying budget, staff, or equipment needs, or in collecting and interpreting statistical, financial, program, or administrative data; or in interpreting laws, rules, regulations, and processes, or in reviewing and evaluating administrative records and reports, or in supervising office or technical staff OR Post high school coursework/training in: administration, management, accounting, finance, planning, policy analysis, administrative/management analysis, operations research, programs evaluation, or similar fields. At least one-year driver licensing experience and thorough understanding of current driver license policies and procedures. Excellent written and oral communication skills. Ability to work well as a team player. Emphasis placed on individuals who have post-secondary education in teaching, training, etc.
Knowledge, skills and abilities:
knowledge of administration and management principles and practices; research and administrative survey techniques; management practices; business computer and communication systems; work planning and organizing; federal and state laws and regulations that govern the work assignment. Ability to: communicate in person and by telephone, computer email, and correspondence to exchange information and ideas and to promote agency needs, plans, and objectives; interpret program administrative requirements, policies, regulations, and other guidelines; interact with immediate supervisors and managers/employees of the employing agency, other governmental and organization representatives, and the public to gain their cooperation and establish work relationships; conduct research activities and summarize technical data and conclusions into reports, study problem areas, analyze relevant data, and formulate alternative courses of action; interpret and apply directives and instructions pertinent to assigned work; apply management practices, theories, techniques and mythologies; learn the goals, policies and operations of the employing agency related to assigned work; learn the inter-relationships and communication channels among agency organizational units and operations and the groups served.
