POSITION SUMMARY
This position is to provide management for alternative delivery pursuits, which may include Design Build, CM at Risk, CM/GC, EPC, Integrated Project Delivery, or other nontraditional project delivery methods. This includes coordination between design, construction, owners/agencies, and relevant 3rd Parties. The Design-Build Director will have significant experience in heavy civil design, field operations during construction, be well organized, a good communicator and a team player who coordinates the different disciplines required to develop and execute an effective winning strategy and design plan that results in the capture and execution of the project. In addition, the Alternative Delivery Director will develop relations and communicate with engineering firms and teaming partners to identify future opportunities for the company based on early developmental projects or programs under contract with such firms. It is anticipated that the role will include elements of both business development and operational management.

SPECIFIC RESPONSIBILITIES
- Thoroughly review and understand the prime contract requirements for all professional services during pursuit and post award phases.
- Assist in developing subcontracts or professional service agreements with professional service firms to include design and other related 3rd party professional services in accordance with the prime contract for both pursuit and post award phases.
- Manage professional services to assure accountability for cost, quality, and schedule during the pursuit and post award phases.
- Coordinate between design firm and estimating team to develop appropriate level design deliverables for purposes of producing an accurate cost estimate during the pursuit phase.
- Coordinate the development of Alternative Technical Concepts (ATCs) during pursuit phase in compliance with prime contract.
- Working hand in hand with Division BD Managers to establish and maintain a positive working relationship with the Owner’s General Engineering Consultant (GEC) if applicable.
- Coordinate and participate in design task force meetings during the pursuit and post award phases.
- Coordinate and engage construction and estimating personnel to participate and provide input to ensure designs are being developed consistent with the construction’s team’s intent and with the proposed phasing.
- Develop solutions and win strategies while complying with client requirements to secure profitable alternative delivery projects.
- Collaborate with pursuit team in preparation for One-On-One Meetings with the Owner during the pursuit phase, and as appropriate after contract award.
- Collaborate in the production of Statements of Qualifications, Proposals, and presentation efforts.
- Coordinate the preparation of the construction schedule with operations, design team and estimating teams for inclusion in the final proposal submission.
- Work closely with management and legal teams to review local and federal regulations to ensure all are covered for proposals.
- Develop and maintain relations with industry related engineering firms to identify future opportunities at the earliest stage possible.

POSITION REQUIREMENTS
Minimum of 10 years’ experience in the heavy civil market to include design engineering and field operations. Must be technically proficient and knowledgeable about the heavy civil design engineering and construction industries. Bachelor's Degree in a related field from an accredited four-year college or university, Civil Engineering or Construction Management preferred. Federal, State and Local knowledge and experience. Knowledge and experience with Word, Excel, and PowerPoint. Knowledge with Primavera P6 Scheduling Software is a plus. Communication- excellent oral presentation and written skills
This position will report to either Houston, TX, Tampa, FL or Tacoma, WA and will require occasional travel to other locations.

PHYSICAL/MENTAL REQUIREMENTS
The incumbent must be able to perform the essential functions of the job with or without reasonable workplace accommodation.
The individual must also be able to wear and properly utilize appropriate personal protective equipment (PPE) to work or visit within areas where it is required. This includes hard hat, safety glasses, respirators, ear plugs, steel toed shoes, personal flotation devices, or other protective equipment as required by the work performed and location the work is being done.
The incumbent must possess the ability to remain calm during emergencies and respond appropriately as dictated by the circumstance of the incident. In addition, this individual must have the ability to identify critical issues and formulate action plans with all levels of management, including corporate.
