ASSISTANT BUILDING OFFICIAL
JOB DESCRIPTION:
Under general direction of the Chief Building Official, the Assistant Building Official assists in planning, coordinating, and supervising all functions of the Building Safety Department, including plan review, inspections, permitting, and enforcement of building codes and ordinances. This position provides technical expertise, staff supervision, training, and customer service to ensure compliance with adopted codes, city ordinances, and state regulations. The Assistant Building Official assumes responsibility for the department in the absence of the Chief Building Official. Subject to administrative direction and review by the Executive Director of Planning and Development Services.
EXAMPLES OF WORK TO BE PERFORMED:
- Provide direct supervision of all Plan Review and Permit Technician activities within the Department.
- Assist in directing and supervising building inspection, plan review, permitting, and administrative staff to accomplish departmental objectives.
- Assist in directing the enforcement of all provisions of the City Building Code concerning the mode or manner of construction and materials to be used in the erection, addition to, repair, etc., of all buildings and structures.
- Assist in directing the activities pertaining to review of plans and specifications, issuance of permits, computation and collection of permit fees, on-site unofficial records on all construction, registered contractors, inspections, fees collected, notices, and orders issued.
- Assist in directing the investigation of complaints and the enforcement of violations of the building codes.
- Assist applicants and staff in modification of plans to achieve conformance to zoning and construction codes.
- Assist in providing technical advice to the Zoning Board of Adjustments and the Construction Codes Board of Adjustments & Appeals in the absence of the Chief Building Official.
- Assist in review and recommend updates and amendments to the codes.
- Attend Development Review Committee Meetings and assist in represent the City regarding Building Inspection policies and procedures.
- Assist in the review and coordination of the design, construction and/or remodeling of existing and proposed city facilities, as assigned.

REQUIRED KNOWLEDGE SKILLS AND ABILITIES:
- Ability to interpret building codes violations and oversee enforcement.
- Ability to interpret building, mechanical, plumbing, and electrical codes and ordinances.
- Ability to read and interpret building plans and specifications.
- Ability to estimate costs involved in construction projects.
- Skill in communicating orally and in writing.
- Skill in analyzing and evaluating major projects, policies, and procedures to develop recommendations for improvements relative to construction codes.
- Knowledge of pertinent local, state and national codes and ordinances.
- Promptly and tactfully respond to requests and inquiries from citizens and contractors.

- Knowledge of proper construction methods in building, mechanical, plumbing, and electrical work.
REQUIRED EDUCATION, TRAINING AND EXPERIENCE:
- Bachelor’s degree in engineering, Architecture or related field preferred, additional related construction experience may be substituted for formal undergraduate education.
- High School Diploma or G.E.D. is required.
- ICC Certified Building Official required, or ability to obtain within 12 months of employment.
- Valid Texas class C driver’s license required.
- Five (5) years of experience in the enforcement of building codes for a municipality.
- Three (3) years of supervisory experience within a municipal inspections department.
DESIRED TRAINING AND EXPERIENCE:
- Additional training or experience in related fields.
- Plumbing Inspector’s License Issued by the State Board of Plumbing Examiners preferred.
- Any ICC certification is highly desired.
PLANS EXAMINER SUPERVISOR
JOB DESCRIPTION:
Under general direction of the Assistant Building Official, the Plans Examiner Supervisor assigns, supervises, directs, trains, and monitors the work of Plans Examiners engaged in the plan review of new and add-on residential and commercial plans to ensure compliance with applicable building codes and city ordinances.
EXAMPLES OF WORK TO BE PERFORMED:
- Ability to plan, organize, administer, coordinate, review and evaluate the work of plan examiners and associated staff through subordinate supervision; ability to provide complex technical assistance and constant code interpretation to staff and public involved with the plans examination process.
- Ability to review staff interpretations for consistency and appropriateness of application. Division-level management responsibility for plan review and building permit issuance functions and activities.
- Ability to provide and ensure proper training of subordinates, department staff and other departments as it relates to building codes and ordinances for the completion of their jobs and their professional development; ability to coordinate interdivisional activities within the department.
- Ability to direct and conduct preliminary plan review meetings to ensure compliance with the building codes and ordinances. Confers with and represents the department with developers, engineers, architects, contractors, property owners and others to provide information regarding building codes, ordinances, regulations and procedures.
- Ability to assist staff and the public with the resolution of complex and difficult situations; ability to suggest alternatives and ensure that all plans meet building code and ordinance requirements; ability to provide code interpretation to staff and the public involved with the plans examination process.
- Ability to advise building inspection staff and other departments regarding problems that may occur in the field.
- Ability to develop and update handouts and informational booklets for the use of staff and the public to inform and clarify code issues and departmental procedures.
- Assumes the duties of the Building Official in his/her absence and as needed to facilitate orderly operations of the department.
- Performs other job-related duties/activities as needed or directed.

- Ability to monitor and supervise subordinate employee’s work assignments to accomplish department objectives.
- Ability to receive detailed information through oral communication and make fine discriminations in sound.
- Ability to perform a variety of physical skills including but not limited to sitting, seeing, filing, sorting, and writing.
- Ability to operate a variety of office equipment including but not limited to telephone, personal computer, calculator, and copier.
- Ability to work in an indoor environment; occasionally, work in an outdoor environment.
REQUIRED EDUCATION, TRAINING AND EXPERIENCE:
- High School Diploma is required. Bachelor’s degree in engineering, architecture, or related field preferred, but additional related construction experience may be substituted for formal undergraduate education.
- Five (5) year’s experience in a combination of residential and commercial plan review with two (2) of these years in supervisory role, or any equivalent combination of education and experience.
- A plumbing inspector’s license issued by the Texas State Board of Plumbing Examiners or ability to obtain within twelve (12) months of employment.
- Possession of ICC Building Plans Examiner certification, ICC Residential Plans Examiner and/or ICC Certified Building Official.
- Valid Texas Driver’s License
