The Secretary of State’s Office, Political Reform Division is recruiting to fill a new permanent, full-time Associate Governmental Program Analyst position. The successful candidate will play a critical role in managing digital systems, analyzing complex datasets, and implementing data transparency measures that ensure public access to campaign finance and lobbying information.

Under the general direction of the Data Support Unit Manager, a Staff Services Manager I, this position is responsible for a wide variety of increasingly complex and analytical tasks associated with the processing and review of registration and disclosure documents filed under the campaign and lobbying provisions of the Political Reform Act. The role involves applying accessibility standards for public-facing documents and webpages, analyzing complex datasets using various analytical tools, and collaborating with software vendors to ensure their systems properly interface with reporting requirements in accordance with evolving transparency regulations. The incumbent will also manage user credentials for the electronic filing system and respond to a variety of public inquiries for the division.

Desirable Qualifications:
  • Strong analytical and problem-solving skills
  • Proficiency with Content Management Systems (CMS), writing HTML, and updating web pages
  • An understanding of ADA compliance, how it relates to formatting documents to make them accessible
  • Experience related to Application Program Interfaces (API) and/or certifying vendors to submit data to an application
  • Familiarity with database structure, queries and analytics software such as Excel, Access, SQL, PowerBI, and/or TOAD, with the ability to work with large datasets and ensure accuracy in data processing and analysis
  • Knowledge of business process automation platforms or workflow tools such as Decisions or PowerAutomate
  • Ability to adapt to changes in tasks or work environment
  • Ability to build and maintain cooperative working relationships with others
  • An interest in the importance of transparency in campaign finance and lobbying, and the implementation of new laws and regulations within the program
