Under general direction performs work of considerable difficulty in the Treasurer’s Office managing the banking division, responsible for overseeing and directing the operations of the banking division, ensuring compliance with A.R.S statues and treasury regulations and provides back up to the other department managers, performs related work as assigned.


Typical Duties

(Illustrative only)

  • Oversees banking division, including the banking contract
  • Daily reconciliation of multiple bank accounts
  • Coordinates banking functions and responsibilities for the department on behalf of county departments and taxing districts.
  • Monitors compliance with contractual requirements, regulations, and standards
  • Works closely with the Treasurer to provide investment portfolio support
  • Assists in the preparation and administration of the budget
  • Supervise and evaluate staff
  • Serve as team leader or project manager

Essential functions of this position include but are not limited to: sitting; standing; walking; working with and around others; working alone on projects; interruptions; repetitive motion using keyboard; vision acuity (near/far) to use keyboard and monitor; color vision to work with color computer monitors; hearing and speech for ordinary conversation; finger dexterity to use keyboard.

Minimum Qualifications

Bachelor's degree in subject area and three years progressively responsible management experience in assigned or closely related field; OR,

Associate's degree in subject area and four years progressively responsible management experience in assigned or closely related field; OR,

Five years progressively responsible management experience in assigned or closely related field; OR,

Any equivalent combination of education, training and experience which demonstrates the ability to perform the duties of the position.

The ideal candidate is a proven leader; works well in a team atmosphere; has financial experience in banking, reconciliation, reporting, financial system software, auditing, and investment practices; implementing and revising policy and procedures; excel formulas and spreadsheets; communicates effectively and provides guidance; identifies areas for improvement; builds and maintains relationships with customers, stakeholders, and other key individuals; ability to analyze data; identify problems, and develop solutions; and adaptable to changing needs

This position is exempt.

Note: Individuals in exempt classifications as part time employees may be classified as non-exempt per FLSA law regarding minimum weekly salary requirements.

  • Banking products, technology and fraud protection
  • Governmental financial and budgetary practices
  • Applicable federal, state, and local laws, regulations, codes and ordinances
  • The theory, principles, practices and techniques of designated program services and related assigned duties
  • Personnel management and the principles of positive supervision


  • Working knowledge of:
  • The mission, functions, and operational priorities of the designated department
  • Administrative operations of all County wide agencies and the nature of the services provided
  • Investment practices and principles
  • Financial system software
  • Principles of public administration


  • Ability to:
  • Effectively manage human, fiscal and material resources
  • Analyze complex problems and suggest appropriate solutions
  • Manage a wide variety of services that differ broadly in character and purpose
  • Exercise independent judgment and initiative to effectively carry out difficult assignments
  • Understand and operate equipment for assigned tasks
  • Work safely and support the culture of workplace safety
  • Establish and maintain effective working relationships with employees, County officials, other agencies, and the general public
  • Communicate effectively verbally and in writing
  • Follow written and verbal instructions
