Arlington County Department of Human Services Clinical Coordination Program (CCP) is seeking a Bilingual Human Services Specialist (English/Spanish) . CCP provides emergency financial assistance and referrals to individuals and families in order to prevent eviction. This position will assess client needs, provide program referrals, and educate clients and their families on eviction prevention and resources to remain stably housed. The position will also provide hands-on supervision and care to clients and maintain client case records electronically.
Specific duties include:
Coordinating with the Housing Locator to mitigate eviction while cases are being assessed;
Providing assistance to clients in securing housing leads and the completion of leasing applications when relocation is needed;
Engaging with clients for the purpose of coordinating their move-in as per the terms of their lease;
Collaborating with property managers to resolve issues relating to conditions of tenancy;
Networking with community service providers to locate programs and resources to assist clients;
Working with clients in negotiating housing arrangements with landlords and/or family members, including establishing house rules, financial contributions, and length of stay;
Assisting clients with services and supports needed to become self-sustainable and no longer reliant on eviction prevention funds;
Managing client cases who are in need of eviction prevention; and
Driving a County vehicle to perform client visits, meetings with community services, including transporting clients.
The ideal candidate must be a team player willing to assist with community events outside of the normal business hours.

Minimum:
- Bachelor's Degree in Social Work, Sociology, Psychology, Special Education, Mental Health, or Counseling. A Master’s Degree in Social Work, Sociology, Psychology, Special Education, Mental Health, or Counseling is preferred.
- Some experience in human services/social services program delivery including teaching/applying behavior management techniques, counseling, training/teaching the handicapped, applying job training techniques, and/or making human services/social services referrals. BILINGUAL: English/Spanish
Substitution: Additional directly related experience can substitute for the education requirement. A Master's degree in a directly related area may substitute for up to one year of experience.
Desirables: Preference may be given to candidates with experience or education in one or more of the following:
- Providing social services such as counseling, community-based social work, information and referral, case management or related services;
- Working in a community setting providing housing and homeless services to low-income or immigrant communities; and/or Proficiency in Microsoft Word, Excel and Outlook.
SPECIAL REQUIREMENTS
Language Proficiency: An assessment of verbal Spanish proficiency is required before a candidate can be appointed to a bilingual position (English/Spanish). The incumbent in a bilingual position will receive the language pay premium on all hours worked.
The applicant must possess, or obtain by the time of appointment, a valid motor vehicle operator's license from the applicant's place of residence or the applicant must have the ability or willingness to use alternative methods of transportation to perform assigned duties and responsibilities at locations other than the primary worksite. If the applicant possesses or acquires a license, the applicant must authorize Arlington County to obtain, or the applicant must provide, copy of the applicant's official state/district driving record. Any offer of employment may be contingent upon a favorable review of the applicant's driving record.
A pre-hire background check will be made on all candidates who are selected for employment. It may include checks of the following: criminal record, driving record, education, professional licensure, and credit history. You may be required to sign a release authorizing the County to obtain your background information.
Completion of a State of Virginia Central Registry Check.

Work Hours : 8:00 am to 5:00 pm, Monday through Friday (Flex work available). Some telework may be eligible, contingent upon workload and supervisor approval.
