Position Overview

The Division of Rehabilitation Services is seeking to hire a Budget/Project Specialist to manage, implement, and execute funding sources, budget development and approval of funds for Illinois School for the Deaf (ISD) by using the state sponsored accounting system. This position provides consultation and technical assistance to the Business Administrator in preparation of operational budgets and monitors on-going expenditures and projected expenditures for ISD. In addition, this role organizes, plans, and executes contracts for ISD and reviews and recommends spending plan changes for the school. The Executive II also serves as a working supervisor and serves as liaison to the Division’s Budget and Contract Unit, the Department’s Budget Office, and the Office of Fiscal Services.

Essential Functions

  • Serves as Budget/Project Specialist.

  • Plans, organizes and manages the execution of ISD contracts, included, but not limited to, preparation of required paperwork supporting Personal Service Contracts (PSC) and vendor contracts, coordination with staff to gather supporting documentation or additional information, entry and follow-up on the State sponsored accounting system and notification of contract approval to staff.

  • Serves as a working supervisor.

  • Reviews and recommends spending plans for contracts.

  • Assists in fiscally related problem-solving areas including miscoded transactions, accounting system rejects and Comptroller rejections, etc.

  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration.

  • Requires two (2) years of responsible administrative experience in a public or business organization.

Preferred Qualifications

  • Two (2) years of professional experience managing payment vouchers using an accounting system and analyzing, evaluating, and resolving payment, program, and related operational issues.

  • One (1) year of professional experience utilizing computer software in the development of spreadsheets, queries and reports using standard office software packages including but not limited to Microsoft Outlook, Access, Excel, Word, and Power Point.

  • One (1) year of professional experience in a governmental accounting system such as the State of Illinois Accounting System or other accounting software.

  • One (1) year of professional experience utilizing the principles and practices of public and business administration.

  • Two (2) years of professional experience meeting deadlines with strong attention to detail and the ability to use critical thinking skills while multi-tasking multiple projects.

  • One (1) year of professional experience reassigning staff to meet day-to-day operating needs.

Conditions of Employment

  • Requires ability to pass the IDHS background check.

  • Requires ability to pass a drug screen for drugs prohibited from recreational use under Illinois Law.
