Appointed by the Mayor in consultation with the Administrative Assistant, the Building Inspector, under the immediate supervision of the Chief Building Official is responsible for inspecting the work of trades to assure compliance with approved plans and applicable codes. The incumbent reviews plans, provides advice to contractors about code provisions, and inspects work done on site.
The Building Inspector shall be chosen solely on the basis of their executive and administrative qualifications in the profession of building code inspection, as shown by the adequacy of their technical training and successful experience in building code inspection.
Minimum Requirements:
  • Completion of secondary education or equivalent; or any equivalent combination of education, experience, and training which provides the required knowledge, skills, and abilities.
  • Has proven ability in oral and written communications.
  • Has the ability to establish and maintain effective working relationships with public officials, state and federal authorities, civic leaders and the public in general.
  • Sufficient knowledge of the professional field to carry out a full range of varied responsibilities and discharge the accountability required of the Building Inspector.
  • Must possess a valid Ohio driver's license and maintain insurability under the City's vehicle insurance policy.
  • Physical ability to work in varying environmental conditions and lift up to 50 lbs.
  • The City of Grove City is a Drug Free Workplace. All candidates who receive a written offer of employment will be required to undergo testing for commonly used drugs, including marijuana.
  • Certification as a Building Inspector in one or more areas of expertise (we’ll help you with continuing education!). Ohio Board of Building Standards, so you want to be a Certified Inspector brochure.


The ideal candidate possesses:

  • A strong knowledge of Ohio Building Code and zoning/building regulations.
  • Proficiency in reading and interpreting plans and technical documents.
  • Ability to function on a customer-oriented team.

Essential Functions of the Position

The Building Inspector shall have the following powers and duties under the immediate supervision of the Chief Building and Zoning Official:

  • Inspecting both residential and commercial construction projects to ensure all work complies with safety code.
  • Reviewing building plans for compliance with building and safety codes.
  • Helping contractors and the public understand building codes and regulations.
  • Ensuring compliance with city zoning ordinances.
  • Responding to inquiries, complaints, and concerns from residents, contractors, and officials.
  • Conducts inspections of commercial and residential construction or upgrading projects in order to ensure compliance with applicable codes and regulations (e.g., inspects equipment, materials, methods, and construction quality; identifies code violations; recommends corrective measures for compliance with code; etc.); reviews residential construction plans in order to ensure compliance with applicable codes and ordinances, approves or denies such plans; issues permits when plans are approved.
  • Provides information to the general public and contractors on building codes and interpretations of such codes, general construction problems.
  • Other building code related issues; receives and responds to complaints or inquiries from citizens, attorneys, government officials, and others regarding zoning ordinance issues and conducts inspections in order to ensure compliance with City zoning ordinances.
  • Prepares and maintains records, reports, and other documentation related to the operation of the department.
  • Remains current on changes in applicable codes and construction practices and makes recommendations to the Chief Building and Zoning Official regarding changes to City policies or procedures which may be necessary to preserve the safety of the built environment.
  • Maintains contact with City personnel/departments, homeowners, contractors, builders, the general public, and various government agencies/officials in order to obtain or disseminate information related to the essential position functions.
  • Maintains required licensures and certification, if any.
  • Meets all job safety requirements and all applicable OSHA safety standards that pertain to essential functions.
  • Demonstrates regular and predictable attendance.
  • Performs other related duties as assigned.
  • Obey and promptly execute all orders of the Administrative Assistant.

Working Conditions and Equipment Operated


The employee has exposure to chemical compounds found in an office environment (e.g., toner, correction fluid, etc.); works in the vicinity of floor or wall openings, elevated platforms, and/or runways; ascends and/or descends ladders, stairs, or scaffolds; works in an area in which means of egress is or can be obstructed; is exposed to environmental conditions which may result in injury from fumes, odors, dusts, mists, gases, and/or poorly ventilated work areas; exposed to possible injury from extremely noisy conditions above 85db; exposed to possible injury from hazardous gases, chemicals, flammables, air contaminants, unclean or unsanitary conditions, electrical shock; exposed to possible injury from falling from high places; has contact with potentially violent or emotionally distraught persons or vicious animals or life threatening situations; has exposure to hot, cold, wet, humid, or windy weather conditions; exposure to hazardous driving conditions; regularly required to lift, carry, push or pull 50 lbs. or less.
Note: In accordance with the U.S. Department of Labor physical demands strength ratings, this is considered medium work.

Minimum Acceptable Characteristics, Licensure and/or Certification

Knowledge of Ohio Building Code; structural design principles; local and state zoning/building code; building/property inspection techniques; *City/department goals and objectives; *City/department policies and procedures; *personnel rules and regulations; workplace safety practices and procedures; government structure and process.


Skill in computer operation; use of modern office equipment; motor vehicle operation; inspection techniques.
Ability to interpret a variety of instructions in written, oral, picture, or schedule form; interpret extensive variety of technical material in books, journals, and manuals; deal with problems involving several variables within familiar context; understand, interpret, and apply building codes; complete routine forms; prepare routine correspondence; compile and prepare reports; respond to routine inquiries from public and/or officials; communicate effectively; understand technical manuals and/or verbal instructions; understand a variety of written and/or verbal communications; maintain records according to established procedures; develop and maintain effective working relationships; travel to and gain access to work site. Certified by the State of Ohio as an Inspector in one or more areas; must possess a valid Ohio driver's license and maintain insurability under the City's vehicle insurance policy; ability to meet continuing education requirements.

2025 City Funding Levels - $2640.00 (single) and $4000.00 (family)

Pursuant to Chapter 161.09, employees pay 15% of the monthly premium which equals $83.22/pay or $166.44/month for single coverage and $198.82/pay or $397.64/month for family coverage – all on a tax exempt basis.
