POSITION TITLE:
Business & Compliance Analyst
JOB DESCRIPTION:
Primary Purpose: Validates, under the guidance of the Executive Director, the compliance process for all District funds including the development of methods of data collection, data analyses, and its interpretation. Collaborates across departments and schools regarding compliance and strategic goals. Collaborates with the submission of compliance reports and related District documents.
RESPONSIBILITIES:
Major Responsibilities and Duties
- Provide training and guidance to school staff on compliance procedures and policies.
- Responsible for providing training to all campus administrative assistants on compliance.
- Maintain expertise, updates on compliance laws and regulations.
- Assist in the development, review, and revision of compliance policies and procedures.
- Assist in the management of all regulatory compliance programs.
- Identify areas/activities requiring audit review through observations made during the course of compliance assignments.
- Evaluate allocation and expenditure procedures.
- Maintain all training documentation, and forward documentation to Classified Personnel as required.
- Assist in the management of all regulatory compliance programs.
- Evaluate existing training programs and recommend modifications as deemed appropriate.
- Evaluate existing procedural systems and recommend modifications as deemed appropriate.
- Validate ongoing compliance monitoring of state and federal funds.
- Participate in long- and short-range financial planning and forecasting.
- Collect, analyze, and interpret data using Frontline Education for comparative analytics and financial planning.
- Generate reports for compliance monitoring purposes.
- Compile information to be used in various administrative reports to be distributed to campus and various departments.
- Monitor federally funded job functions to ensure compliance with federal, state, district and school policies or regulations.
- Assist in preparing presentations for meetings, conferences, and presentations.
- Develop system that ensures that operations are cost effective, and funds are managed wisely.
- Prepare reports summarizing findings from compliance analyses.
- Maintain confidentiality in all areas
EXPERIENCE:
QUALIFICATIONS:
Minimum Education/Certification/ Experience:
- Bachelor's degree from accredited college or university in Accounting, Business Administration, Finance, or a related field preferred
- Certification/License: TASBO Registered Texas School Business Administrator or equivalent preferred
- Experience: 3 years school business or related experience required
Special Knowledge/Skills:
- In depth knowledge of local, state and federal regulations to include those of the Office of Management and Budget (OMB), Education Department General Administrative Regulations (EDGAR), the TEA’s Financial Accountability System Resource Guide (FASRG), federal and state compliance guidelines, and school district governance policies & procedures
- Ability to read, analyze, and interpret technical procedures, or governmental laws and regulations
- Knowledge of the grant application process and required financial and programmatic reporting to granting agencies; knowledge of the eGrants system and required compliance reports; knowledge of private nonprofit school service requirements and other mandated programs
- Analytical skills, with the ability to perform related data analysis, statute interpretation, and problem solving to determine the proper use of funds
- Understanding of federal and special program financial compliance
- Proficiency with computerized financial systems
- Ability to interpret and analyze complex financial data
- Extensive spreadsheet skills in EXCEL, with ability to create and customize spreadsheets using data imports, pivot tables, and macros
- Ability to communicate effectively in both written and oral form
- Strong presentation, organizational, documentation and training skills
- Ability to work both independently and as part of a team
- High attention to detail
- Ability to maintain accurate records and meet deadlines
