The School District of Beloit is seeking a committed and enthusiastic Community Learning Center (CLC) Site Coordinator to lead a high-quality after-school program funded through Wisconsin’s 21st Century Community Learning Centers (21st CCLC) initiative. This position plays a vital role in providing extended learning opportunities that support academic achievement, youth development, and family engagement in a safe and inclusive environment.
The CLC Site Coordinator will manage daily program operations, supervise staff and volunteers, coordinate academic and enrichment activities, maintain compliance with grant requirements, and build strong partnerships with families, school staff, and community organizations.
About The 21st Century Community Learning Center (21st CCLC). The Wisconsin Department of Public Instruction (DPI) is responsible for administering the Nita M. Lowey 21st Century Community Learning Center (21st CCLC), Title IV, Part B of the Elementary and Secondary Education Act (ESEA). This program provides students with academic enrichment activities and a broad array of other activities during non school hours or periods when school is not in session.As authorized under Title IV, Part B of ESEA, and targeting schools and communities in need ofservices, the purpose of the 21st CCLC program is threefold:1. Provide opportunities for academic enrichment to assist students in meeting the stateacademic standards.2. Offer students access to a broad array of additional services, such as those that focus onyouth development, social and emotional learning, civic engagement, and nutritional andphysical health.3. Offer adult family members of program participants opportunities for educationaldevelopment and engagement in their children’s education.
Programs operate for a minimum of 10 hours per week for 115 days during the school year. All programming occurs outside of school hours. The Program Coordinator is responsible for one center and must dedicate a minimum of 20 hours per week toward program management and oversight.
What You’ll Do:
- Oversee the daily operation of the after-school program at a designated school site.
- Plan and implement engaging academic and enrichment activities clearly aligned with the school’s instruction and with challenging state and local standards.
- Hire, train, schedule, and supervise after-school program staff and volunteers.
- Incorporate multiple opportunities for staff training and professional development that align to the needs of the targeted student population and the learning needs of staff.
- Collaborate with administration in the creation and revision of a handbook that provides an overview of the purpose and vision of the 21st CCLC program and clearly outlines expectations for staff behavior, staff roles, and responsibilities.
- Build partnerships with community agencies to enhance programming.
- Coordinate community partnerships with at least one community-based organization and other public or private entities where appropriate. It is recommended that grantees collaborate with a variety of community partners or external organizations.
- Organizations can include other public and non-profit agencies and organizations, businesses, educational entities (e.g., vocational and adult education programs, school-to-work programs, faith-based organizations, community colleges or universities, etc.), recreational, cultural, and other community service entities.
- The goal is to provide multiple community partners the opportunity to support and engage with the program while offering students and families opportunities to connect with their community in broad ways and expose them to new learning
- Collaborate with school-day staff to align programming with academic goals, to include the following:
- Establish formal strategies to support regular communication between program staff and day school administration and staff either through regularly scheduled meetings between the Program Coordinator and the school principal, or the principal being a member of the program’s advisory board.
- Strategize to ensure input from students’ classroom teachers about their learning needs, as well as information about topics being covered during the instructional day, including attending staff meetings or grade-level meetings and gathering written feedback from teachers.
- Utilize information gathered from day school staff to identify students who could benefit from participation in the program and to plan activities that address students’ needs.
- Organize family engagement events and ensure adequate dissemination of information about the program to include the following:
- Collaborate with administration to ensure information about the program is made available to community youth and families and communicated to the broader community (not limited to the students and families served by the school) in an understandable and appropriate manner (i.e., culturally and linguistically relevant to the community being targeted), including providing information in a variety of languages and using multiple modes of communication (e.g., written, oral, etc.), and should reference the 21st CCLC grant as a funding source.
- Advocate for the program’s sustainability and leverage partnerships by disseminating information via published articles in local newspapers, announcements on local radio stations, and fliers placed in local businesses and community meetings, and should reference the 21st CCLC grant as a funding source.
- Monitor student attendance and program participation to ensure compliance with DPI guidelines.
- Maintain accurate records and data required for 21st CCLC grant reporting.
- Ensure a safe, positive, and supportive environment for all participants.
- Ensure grant requirements are met.
What You’ll Need:
- Bachelor’s degree in education, youth development, social work, or a related field preferred (or an equivalent combination of education and experience).
- Experience in program coordination, youth services, or after-school programming.
- Strong leadership, organizational, and communication skills.
- Knowledge of best practices in youth development, academic support, and enrichment programming.
- Ability to work collaboratively with students, families, school staff, and community partners.
- Ability to work afternoons and early evenings (typically 2:00 PM – 6:00 PM or as scheduled per site).
- CPR/First Aid certification or willingness to obtain.
