Position Summary

In this role, the individual will perform advanced technical and administrative support on statewide contracts for the Chief Procurement Office (CPO) in the Contract Management Office. Work involves analyzing, evaluating, reviewing, and processing contracts and amendments, administration of files and processes within contracts database, and managing and monitoring the performance of vendors for numerous statewide information technology contracts to ensure compliance and customer satisfaction. Works with the information technology (IT) vendor community to meet customer IT goods and services requirements. Works under the minimal supervision of the Director of the Contracts Management Office with extensive latitude for the use of initiative and independent judgment.

The ideal candidate will have the ability to highlight their strengths in the following functions:

  • Assists in the monitoring of contractual requirements and methodically resolves contractual issues that arise during the term of the contract; makes recommendations to improve and strengthen departmental contract and vendor management processes, policies, and practices.
  • Conducts contract compliance review and performance analysis in coordination with program area(s). Assists in documenting vendor performance issues in support of developing, implementing, and managing corrective action plans to address poor performance.
  • Assists in the development of contract amendments and contract correspondence ensuring all amendments contain current contract language.
  • Monitors and processes vendor deliverables for timeliness, completeness, and accuracy.
  • Acts as customer service representative to resolve issues with vendors; establishes and maintains strong working relationships with vendors and customer alike. Utilizes strong interactive and collaborative skills in interfacing with customers, vendors, and team members; manages complex interactions involving vendors, customers, and the overall needs of the enterprise.
  • Utilizes the Comptroller of Public Accounts' Vendor Performance Tracking System to report exceptional and unsatisfactory performance on existing contracts as required.
  • Represents the Chief Procurement Office at conferences and forums networking with vendors and customers.
  • Performs other work-related duties as assigned.
 

Qualifications

 

Education

  • Graduation from an accredited four-year college or university, preferably with major course work in business, information technology or a related field.
  • Additional work-related experience may be substituted for formal education on a year for year basis. (e.g., High school diploma or equivalent certificate required plus 8 years of experience without a degree, or associate degree plus 6 years of experience).

Experience and Training Required

  • Four (4) years of experience with contract development, contract administration, vendor management, contract monitoring, contract evaluation or project management.

Experience and Training Preferred

  • Experience in and knowledge of information technology contract management/performance and its application in the public sector.
  • Experience in information technology procurements.
  • Experience in project management.

Certifications / Licenses

  • Certification as a Certified Texas Contract Developer (CTCD) must be obtained within one-year (1) of employment if not already certified as Certified Texas Procurement Manager (CTPM) or Certified Texas Contract Developer (CTCD), unless otherwise approved by Supervisor.
  • Certification as a Certified Texas Contract Manager (CTCM) must be obtained within one-year (1) of employment if not already certified, unless otherwise approved by supervisor.

Knowledge, Skills, and Abilities

  • Knowledge of State of Texas procurement laws, regulations, rules, policies and procedures and contract management guidelines.
  • Knowledge of laws governing Historically Underutilized Business program participation.
  • Knowledge of standard terms and conditions for information and communications technology contracts; knowledge of contract and vendor management/performance techniques
  • Demonstrated writing skills.
  • Demonstrated ability to work on concurrent tasks in a fast-paced environment while effectively prioritizing and coordinating work assignments.
  • Ability to communicate effectively with management, staff, vendors, and agencies both verbally and in writing; in a clear and concise manner; includes preparing and presenting comprehensive statistical and narrative reports detailing research and evaluation findings and recommendations.
  • Ability to work with mathematical computations, tabulations and produce a high degree of accuracy in work.
  • Ability to analyze fiscal data for reasonableness, necessity, and conformity with contract requirements
  • Ability to act in a self-confident manner to effectively communicate and promote the ideas, goals, and mission to the public.
  • Ability to reach outcomes that gain the support and acceptance of all parties; includes knowledge and execution of negotiation strategies and techniques.
  • Ability to gain and maintain the cooperation and participation of others.
