The Business Services Directorate (BSD) provides crucial financial, procurement and sales, and project management services to PNNL, as required under our management and operations contract for operating the Lab on behalf of the Department of Energy. The Business Services Directorate (BSD) delivers essential financial, contractual, and project management capabilities to Pacific Northwest National Laboratory (PNNL) that are required as part of our management and operations contract to operate PNNL on behalf of the Department of Energy (DOE).
Our BSD purpose in delivering these capabilities is to provide efficient, effective, and compliant business services in order to increase the scientific impact of PNNL.
Responsible for providing discipline specific acquisition and sales contract expertise. Acquisition responsibilities include development of acquisition strategies, development of Request for Proposal (RFP) documents, leading of subcontractor proposal evaluations, interpretation of government legal and corporate requirements, developing strategies and leading team negotiations, and administering contracts, including terminations and closeout activities. Sales responsibilities include strategy development, leading bid-no-bid decisions, client relationship management, proposal development, leading contract negotiations, and monitoring contract compliance technical, financial, and contractual performance. Plans, develops and participates in training of contractual requirements. Briefs company management on proposal and subcontracting activities.
Contracting Professional positions at PNNL are high impact business support positions negotiating and administrating contract mechanisms from cradle to grave with non-DOE partners, such as commercial entities, universities, and other governmental agencies. Specific duties for this position include but are not limited to:
- Negotiate, execute, and administer various agreements in a professional but compliant manner to support PNNL researchers, joint appointees, staff, strategic collaborators, and leadership.
- Programmatic, contractual, and administrative support for Joint Appointment program, a unique pathway for distinguished researchers at PNNL and universities to collaborate thereby elevating scientific impact, productivity, and research at both institutions.
- High profile opportunity to work with various internal customers including Project Managers, Project Manager Office Directors, Financial Coordinators, Business Office Management, Legal, Sponsors, Accounts Receivable, Sales, Acquisitions, HR, other subject matter experts, and federal oversight.
- It is expected the incumbent will display a high degree of customer service, organization, efficiency, effectiveness, and professionalism in all interactions.
- Must demonstrate excellent communication skills (written and verbal), use sound judgement, self-manage priorities and workload, analyze issues, think strategically, act with integrity, value diversity, and foster teamwork.
- Performs work under the general supervision of other Contract Professionals.
- BS/BA and 2+ years of relevant experience -OR-
- MS/MA or higher
- Working knowledge of business/contract negotiations, and/or contract cycle times (sales or acquisitions).
- Microsoft Office and other related business systems.
- Proven ability to be efficient, flexible, and adaptable to changing processes and procedures.
- Familiarity with PNNL business systems Work Authorization Lifecycle System (WALS), Electronic Prep & Risk (EPR), Project Management Reporting (PMR), etc.
