COURTROOM OBSERVATION PROGRAM COORDINATOR

The Judicial Performance Evaluation Commission (JPEC) seeks a Courtroom Observation Program Coordinator to work collaboratively with a small, high-performing team that seeks to provide data-driven and fair performance evaluations to all judges in Utah. An ideal candidate will coordinate daily program operations of an innovative, nationally known courtroom observation program, managing about 35-40 ongoing volunteers as well as


This position offers in-person and telework options and would be ideal for a professional or graduate student looking for flexible work hours. A benefits package may be offered depending on salary requirements. This position is 25 hours per week, with occasional periods of time that more hours are needed depending on work load. A candidate with flexibility is ideal.

Principal Duties
  • Coordinates recruitment and training of courtroom observers
    • Designs recruitment tools and conducts recruitment efforts for observers.
    • Creates outreach materials and posts at appropriate venues. Researches and contacts appropriate community resources to assist in recruitment.
    • Implements comprehensive training curriculum for observers and updates training materials to increase effectiveness and keep current on research.
    • Creates and implements a training schedule and approach that meets the needs of individual observers and overall program needs, coordinates with instructors, and makes logistical arrangements, including courtroom visits and training sessions.
  • Coordinates observation activities of courtroom observers
    • Schedules and tracks observers, including troubleshooting problems, and coordinates with court personnel where appropriate.
    • Maintains an ongoing stewardship for observers.
  • Manages courtroom observation report process
    • Collects court observer reports, suggests modifications to observers, and prepares reports for content analysis. Assists in producing these reports for judges and the Commission.
    • Works to achieve a high level of confidentiality for courtroom observation as outlined in administrative rule.
  • Staffs Courtroom Observation subcommittee
    • Coordinates Courtroom Observation Subcommittee meetings and agendas, in consultation with manager and subcommittee chairperson. Completes or tracks and ensures completion of follow-up work items resulting from subcommittee meetings.
  • Tracks courtroom observation program effectiveness and improvements
    • Provides ongoing feedback to the subcommittee, commission, and staff about the courtroom observation program, suggesting improvements and working toward their implementation. Ensures proper tracking of courtroom observation program data to enable program assessment, including data entry of observations into the JPEC database.

  • High-level organizational skills
    • Ability to accurately organize a statewide courtroom observation program, including tracking the activities of multiple persons in courtrooms across the state.
  • Excellent interpersonal and motivational skills
    • Ability to interact effectively with a pool of courtroom observers to keep them on track and committed to improvement of the judiciary.
  • Ability to communicate information and ideas clearly, logically, and concisely, both orally and in writing
    • Teaching/training ability.
    • Confident public presentation skills.
  • Volunteer management experience
  • Knowledge of adult learning pedagogy
  • Marketing/community engagement experience.
  • Precise attention to detail and strong proofreading skills
  • Data management skills, including the ability to organize and track data effectively
  • Experience with Salesforce, XChange, and data analysis software
  • Understanding of Utah court system and procedures
  • Program evaluation or quantitative research skills
  • Ability to work collaboratively as a member of a small team
