JOB SUMMARY:
The Jefferson County Department of Health (JCDH) is seeking a well-qualified, motivated Deputy Health Officer to serve as the Chief Operations Officer. The Deputy Health Officer plans, directs and evaluates all health department programs and services with over 400 employees and a multi-million dollar budget. The Deputy Health Officer ensures that the standards of agency policies and procedures are adhered to by reviewing policies and procedures with staff, identifying any changes or additions that need to be made, drafting new policies, ensuring policies and procedure are appropriate, and communicating new policies and procedures with staff. The Deputy serves as the Health Officer when needed. Work is performed under the executive direction of the Health Officer and is reviewed for department efficiency and effectiveness.

MINIMUM QUALIFICATIONS:
The following are job-related qualifications that are required for employment consideration for this position:
  • Possession of an unrestricted license to practice medicine in the state of Alabama or ability to obtain an Alabama license prior to beginning employment (e.g., currently licensed to practice medicine in another U.S. State).
  • Experience in management/leadership in a healthcare or public health organization (e.g., managing departments, developing policies and procedures, and developing or implementing programs).
PREFERRED QUALIFICATIONS:
The following are job-related qualifications deemed desirable by the Jefferson County Department of Health (JCDH). These qualifications may be considered by JCDH when reviewing applications and inviting candidates to participate in subsequent steps in the selection processes.
  • Possession of a Master's degree (e.g., Public Health, Health Administration, Public Administration, Health Policy, Business Administration).
  • Experience developing, managing, and maintaining a departmental or organizational budget.
  • Experience working in any of the following areas: Public Health, Infectious Diseases, Quality Improvement, and/or Emergency Preparedness.
TYPICAL JOB DUTIES:
  • Prepares, monitors, and administers departmental or organizational budget by reviewing spending trends, expenditure reports, analyzing financial data and ensuring expenditures are within annual budgetary limits.
  • Manages grants by determining amounts available, reviewing laws regulating grants and grant commitments, collaborating with community partners, negotiating commitments, and writing and reviewing grant applications in order to avail and ensure optimum usage of grant funds.
  • Provides direction and guidance to internal and/or external customers on medical issues, department practices, and procedures in order to resolve medical issues and questions.
  • Acts for the Health Officer as authorized which includes managing the prevention, protection against, mitigation, response to, and recovery from the effects of certain incidents by serving as Incident Commander.
  • Administers direct patient care in outpatient setting by conducting patient examinations, reviewing medical charts, administering treatments, counseling patients, and updating patient charts.
  • Manages the agency’s policies and procedures and protocols by developing, reviewing, distributing and communicating with staff in order to identify any changes or additions that need to be made, and to ensure that the standards of agency policies and procedures are adhered.
  • Establishes and develops relationships with the community by visiting facilities for events, developing and reviewing materials for agency promotion, serving on boards and committees in order to stay in touch with the community.
  • Supervises staff by assigning and distributing work, directing staff in their job duties, monitoring progress of work, providing feedback and/or training.
PHYSICAL DEMANDS:
Job is primarily sedentary involving sitting for long periods of time, but may involve occasional walking or standing for brief periods. May involve occasional light lifting of items or objects weighing up to 25 lbs.
WORK ENVIRONMENT:
Work is conducted almost exclusively indoors in an office setting.
