Salary Note: Starting pay rates are ultimately determined by the scope of the position, the candidate's relevant experience, and internal equity. New employees typically start in the lower half of the range, but experts in their field may be considered for starting pay rates in the top half of the range.

Summary

The primary purpose of this position is to plan, coordinate, implement, and complete real estate development and construction rehabilitation projects to preserve and expand MPHA’s housing stock. The incumbent oversees the development of construction projects on behalf of MPHA, including financial analysis, project site evaluation, and preparation of operating and development budgets related to large-scale projects.


All activities must support the Minneapolis Public Housing Authority’s (“MPHA” or “Authority”) mission, vision, and values.


Essential Duties and Responsibilities

The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties and skills may be required and assigned, as needed.


    • Oversees development and construction planning activities for MPHA, including pre-development activities and financial analysis. Identifies requirements and manages phases for large-scale conversion projects. Maintains development project files.
    • Plans and implements all project phases including pre-development due diligence, coordinating design development, construction documents, procurement/bidding, construction, and closeout. Utilizes project management tools effectively to manage, document, and monitor projects including but not limited to checklists, scheduling and budget tracking software, etc.
    • Develops and maintains project financial proformas. Works to secure external resources to finance projects including tax credit financing, grants, loans, etc. Manages and is responsible for the funding closing process.
    • Prepares HUD applications for acquisitions, dispositions, and other real estate transactions such as Rental Assistance Demonstration (RAD) conversions; manages all associated processes, including the timely submission of HUD required documents for said transactions.
    • Researches, coordinates and monitors all required approvals from HUD, local/county, and state agencies, including acquisitions and dispositions regulations, zoning and building codes, and leasing and property management requirements.
    • Monitors project budgets and manages change orders; reviews/approves invoices and ensures all documentation and project requirements have been satisfied before approving payment to vendors.
    • Completes all procurement activities necessary for project planning and implementation and ensures compliance with MPHA and HUD procurement policies, procedures, and regulations. Works with other MPHA departments and external consultants to prepare bid documents and other solicitations for goods and services.
    • Participates in construction oversight and ensures work follows plans and specifications. Advises contractors of needed corrections and works to resolve quality, performance, or job site problems.
    • Establishes and maintains relationships with appropriate local and HUD officials, developers, and neighborhood organizations to promote MPHA development activities. Represents MPHA on internal and external committees, as needed.
    • Coordinates resident engagement plan for development and construction projects and participates in resident advisory groups as needed.
    • Prepares board reports and presentations for projects.
    • Supports department leadership in developing and implementing real estate and creative financing strategies (e.g. expanding the portfolio, new construction, rehabilitation, etc.) to ensure the long-term viability of the Agency’s physical assets.
    • Performs other related duties as assigned.

Work Environment

Office environment. The noise level in the work environment is usually moderate. Position also works on Agency construction sites and properties, which may cause the employee to experience a range in temperatures and other weather conditions. The noise level may be loud, and the environment may be more hazardous than a standard office environment. This position may be required to work with contractors as well as Agency residents.

Education and/or Experience


Bachelor’s Degree in urban planning, architecture/engineering, construction management, real estate management, business administration or related field and a minimum of five (5) years of experience in construction, architecture/engineering, real estate development, or urban planning, preferably in relation to affordable housing development. Master’s Degree preferred. An equivalent combination of education and experience may be considered.


Some positions may require possession of a valid driver’s license. Those positions may also require use of a personal vehicle and evidence of individual automobile insurance coverage, or the ability to be insurable under the Authority’s automobile insurance plan at the standard rate. Must pass a criminal history background check.


Technical Skills


To perform this job successfully, the employee should have strong computer skills, experience with Yardi or similar software, and MS Word, Excel, and Outlook. Must have the ability to learn other computer software programs as required by assigned tasks.
