Job Description:

The Nebraska Department of Health and Human Services (DHHS) is seeking a dynamic and forward-thinking Program Manager II to lead our Eligibility and Enrollment (E&E) Team—the critical front door for individuals and families accessing Home and Community-Based Services (HCBS).

The E&E Team operates statewide and is responsible for guiding participants through the full eligibility process—from application to approval—for Nebraska’s five HCBS Waivers. This leadership role will work closely with internal and external partners, including unit supervisors, Waiver Service Specialists, Nurses, Medicaid Eligibility Operations, and other stakeholders, to ensure efficient, timely, and high-quality service delivery.
As the Program Manager II, you will lead and oversee all program components, helping ensure that every applicant receives the support they need—accurately, compassionately, and on time.
Job Duties:
- Serve as the division’s subject matter expert on eligibility and enrollment policies and processes.
- Ensure compliance with state statutes, regulations, and program guidelines.
- Provide training and technical assistance to internal staff and external partners.
- Develop and implement policies, procedures, workflows, and team guidance for the Eligibility and Enrollment unit.
- Lead and support unit staff by monitoring workloads, assignments, and regulatory timelines.
- Create and maintain internal quality assurance processes to improve service delivery.
- Collaborate with other DHHS divisions on program development and process improvements.
- Set program goals, initiatives, and performance measures for the unit.
- Communicate professionally with internal leadership, external stakeholders, and program participants.
- Deliver high-quality customer service to all partners, stakeholders, and clients.

Requirements/Qualifications:
Minimum Qualifications: Bachelor’s degree in business or public administration, social/behavioral sciences, education, health sciences, public health, education, law or related field and one year experience in program planning, implementation, budgeting, monitoring, evaluating, marketing a program or service and supervising/managing staff. Related coursework, training and/or education may substitute for the Bachelor’s degree on a year-for-year basis.
Preferred Qualifications: Program knowledge of eligibility and statue requirements for the two DD HCBS Waivers, the Aged and Disabled (AD) Waiver, and the Traumatic Brain Injury (TBI) Waiver. Experience in determining eligibility and completing standardized assessments, such as the interRAI, and/or experience with intake/application processes. Knowledge of Centers for Medicaid and Medicare (CMS) and HCBS Waivers eligibility and interpretations of policies and procedures.
Other: Valid driver's license or the ability to provide independent authorized transportation.
Knowledge/Skills/Abilities:
Knowledge of federal and state regulations, agency policies, and business/management principles, including planning, resource allocation, human resources, and contract oversight.
Skilled in supervision, staff development, and leading teams to implement quality assurance and operational improvements.
Ability to analyze complex organizational issues, develop and implement effective solutions and policies, and monitor outcomes.
Strong communication skills to present information clearly to internal leadership, external stakeholders, and federal partners.
