Job Overview

The Director of Emergency Management and Continuity of Operations provides strategic leadership and oversight of emergency preparedness, response, recovery, and mitigation efforts across the Children’s Health Care System. This role ensures organizational resilience through the development and implementation of comprehensive, all-hazards emergency management plans and continuity strategies.

Key Responsibilities:

  • Lead the integration of emergency management principles across all phases—mitigation, preparedness, response, and recovery—within the health system.
  • Develop, implement, and maintain continuity of operations plans to ensure effective communication and rapid restoration of services during emergencies.
  • Incorporate operational intelligence into continuity planning to enhance organizational readiness and resilience.
  • Conduct risk assessments and gap analyses to identify vulnerabilities in mitigation, response, recovery, and continuity strategies.
  • Design and execute infrastructure protection initiatives and incident response exercises to validate preparedness.
  • Provide direct support to House Supervisors and Administrators on Call during emergency situations.
  • Oversee the Emergency Operations Command Center, ensuring staff are trained and compliant with National Incident Management System (NIMS) standards.
  • Evaluate the effectiveness of emergency response plans following impactful events and lead continuous improvement efforts.
  • Collaborate with internal leadership and staff to coordinate disaster response and recovery operations.
  • Establish and maintain partnerships with external agencies, including public health departments, law enforcement, fire services, EMS, and military organizations, to develop integrated emergency operations plans.
  • Ensure compliance with all applicable regulatory and accreditation standards related to emergency management and operational continuity.

Minimum Qualifications:

Education: Master’s Degree in related field is required.

Experience: Five (5) years leading emergency management (or related) functions specific to health care or governmental operations.

Equivalency: In lieu of a master’s degree, one year of professional experience will serve as an equivalency to one year of education.


Salary Information:

Annual Salary Range (Based on 40 hours worked per week): $101,761.66 to $169,602.75
Pay is dependent on applicant's relevant experience.

Duties & Responsibilities:

Conducts internal rounds regularly with stakeholders, provide appropriate feedback, and escalate issues, as necessary.

Ensure evidence of standards compliance with applicable regulatory standards.

Establish and manage said Emergency Management Program strategy proactively with collaborative operational input.

Establish clear performance standards and expectations for staff, managing individuals and teams regarding operational priorities and timelines.

Facilitate the strategic, programmatic development and prioritization of a comprehensive Continuity of Operations Plan.

Facilitates cross-functional, interdepartmental teamwork and communications among stakeholders.

Monitor progress and intervene as necessary to ensure expected progress and outcomes are achieved.

Represents Children's in regional and national forums as appropriate.

Secures available grant funding to support programmatic development and operational readiness.

Complexity:

Complexity: Work assignment is unstructured, and leader is responsible for developing, directing, and managing outcomes and multi-year strategies to achieve the objectives of the operation. Duties performed include operational planning; developing standards, priorities, guidelines, processes, measurement (evaluation) systems; implementation of production and performance management standards; and allocating resources. Work is strategic and operational in nature.

Decision Making: Employee is responsible for managing multiple functions that requires developing and implementing strategies, business plans, and policies; determining required resources; defining and evaluating performance standards; and resolving complex business problems.

Communications: Communication at this level is internally and externally focused. Involves establishing and maintaining effective, collaborative working relationships with team members, peers, and executives. Provides information and negotiates solutions to functional issues that have major consequences or long-term significance.
