Essential Job Responsibilities:
SUMMARY:
The Director of Federal Programs, Curriculum, Instruction, and Assessment will provide leadership and vision in the ongoing planning, implementation, development, direction, review and evaluation of the district’s curriculum and instructional services, federal programs, career and technical education services, assessment, research and evaluation services.
ESSENTIAL FUNCTIONS:
- Works cooperatively with colleagues, supervisors, and administrators.

- Prepares all applications, proposals, and reports for review and submission to the Public Education Department.
- Responsible for direct oversight and implementation of district Federal Funding
- Provides guidance, direction, leadership, and support for Title I Schools in the development of Title I schools and Intervention Programs.
- Assists with the development of federal program budgets and monitors budgets; Title I, II, Title III, Title IV, 21st CCLC, ESSER I, II and III and Rural Low Income School Fund as well as filing of these reports on a timely basis with the appropriate granting agencies.
- Updates LEA Plan to ensure all goals and objectives meet guidelines and are aligned with the academic needs of students in the district.
- Acts as a liaison between PED and Coordinators, Administrators, Directors and other appropriate personnel in the coordination of all federally funded programs and expenditures to ensure student academic needs are met.
- Supervises and monitors performance of certified and classified staff assigned to Federal programs.
- Stays current on all guidelines, requirements, and procedures for submitting state and federal projects contained in each Federal Program Annual Application.
- Monitors and tracks expenditures of federal funded projects for accuracy and compliance.
- Provides expertise and information on best practices and support for low-performing schools.
- Provides up-to-date reports regarding federal and state projects to the superintendent, principals, board members, and parents as they become available.
- Initiates all required actions for all schools receiving Title I Program Improvement, including options for transportation and supplemental services.
- Monitors implementation of projects as outlined in project timelines.
- Assists in the planning, implementation, and evaluation of activities related to school improvement plans throughout the district.
- Attends all federal and state program meetings, training opportunities, as needed and/or recommended by the superintendent, business office and PED.
- Participates in the annual budget development activities for state and federal programs.
- Oversees all questions regarding supplemental and supplanting issues for categorical funds.
- Develops parental involvement activities in coordination with site principals and staff.
- Works with the business office to coordinate fiscal management of categorical programs with appropriate staff and expenditures.
- Makes routine visits to schools to provide input and give feedback.
- Conducts staff development on federal laws and procedures for principals, teachers, and other staff as needed.
- Provides staff with professional development opportunities; advises and consults with staff.
- Provides guidance and direction on Title IX regulations and requirements.
- Coordinates consultation meetings with private and nonpublic schools as required by state and federal categorical programs regarding program requirement, support and allocations.
- Support all aspects of district instructional and curriculum integration of technology.
- Coordinate the development, implementation, and evaluation of the Comprehensive Plan (both District and building plans).
- Facilitates collaboration of district personnel for the purpose of researching and recommending curriculum, instructional materials, and resources for adoption by the district.
- Supervises the administration and analysis of all state and local testing programs within the district, including the creation of an annual district-wide assessment calendar.
- Represent the school district in meetings and conferences related to federal programs, curriculum, instruction, and assessment.
- Report periodically to the board on all federal programs, curriculum, instruction, and assessment matters and issues as directed by the Superintendent.
- Make recommendations pertaining to policy and procedure to the Superintendent.
- Coordinate and supervise the Instructional Support program for the district, including implementation of a consistent K-12 Response to Instruction and Intervention (RTII) system.
- Coordinates the New Teacher Induction Program and activities of new teachers and administrators.
- Participate in the supervision process of beginning teachers through classroom observations and conferences.
- Organizes and delivers professional development.
- Plans, organizes, and runs large-scale professional development days across the district.
- Counsel with principals and teachers on matters of district-wide concerns in order to help them improve their effectiveness.

- Recommend a budget to the Superintendent to meet the objectives of this office and operate within the budget.
- Attend and actively participate in professional association meetings and conferences at the local, county, state, and national levels.
- Keep the Superintendent fully informed of significant matters pertaining to the administration of the schools and consult freely with him/her concerning such matters.
- Establish an open line of communication with the community.
- Perform any other duties assigned by the Superintendent.

Equipment, Tools, and Materials:
Educational supplies and materials, including chalk, pen, markers, paper, books, chalkboard, desks, chairs, computer, radio, and audio-visual equipment. Operate a motor vehicle. Operate surveillance security camera system. Ropes, chains, locks, pylons, gates that need to be moved or carried to secure areas.
