Overview:
The Director of Social Services, in collaboration with the Senior Program Coordinator and the Director of DHS Hotel Programs, provides strategic oversight of all social service functions at the Special Populations #2 Hotel, ensuring that client-centered, trauma-informed, and goal-oriented services are effectively implemented and aligned with program objectives.

- The Director of Social Services provides documented supervision and guidance to three (3) Case Managers and ensures the program’s compliance with the program’s DHS contract’s requirements, and Housing Works’ standards.

The Director of Social Services supports the Senior Program Coordinator in achieving the program's goals:
- Organize thoughtfully planned monthly Town Hall meetings to share updates on programs tailored for special populations.
- Provide documented supervisions to Case Management staff to ensure that 80% of clients have an Independent Living Plan (ILP) developed within 30 days of intake, and 100% of Case Management staff complete required DHS and agency trainings annually.
Other functions required with this position include:
- Act as program representative, when necessary, at community meetings.
- Ensure that the program is contractually compliant and adheres to DHS (Department of Homeless Services) and NYS OTDA (Office of Temporary and Disability Assistance) requirements.
- In coordination with the Senior Program Coordinator, Managing Director of Hotel Programs and the Vice President of Supportive and Affordable Housing Operations, develop and update policy and procedures for the program.
- Ensure the timely and accurate completion of assessments, reassessments, and service plans (ILP’s) by program staff, providing oversight, guidance, and quality assurance throughout the process.
- Participate in and help lead daily huddles, case conferences, and special events, with a focus on coordinating social service discussions to ensure client-centered care.
- Ensure that each resident has a current psychosocial assessment.
- Take the lead with assisting residents successfully transition into permanent, stable housing.
- Conduct internal audits to ensure case files are properly maintained in accordance with agency standards and regulatory requirements and coordinate the timely closure and documentation of discharged clients to support accurate recordkeeping and service continuity.
- Lead on-site de-escalation efforts, ensuring safety and appropriate response.
- Participate in the recruitment of qualified staff, including interviewing, and making recommendations for hire.
- Monitoring and assisting with the new-hire orientation processes to ensure consistency in training among all clinical providers.
- Enforce the Code of Conduct and Good Neighbor Policy.
- Enthusiastically participate in advocacy and direct actions to end the twin crises of homelessness and HIV/AIDS.
- Bachelor’s degree in social work, psychology, counseling, or related field required, MSW preferred
- Minimum of 5 or more years of relative experience supervising and managing staff within case management/social service setting
- Proven commitment to, and experience working with, Latin and immigrant communities.
- Understanding of Harm Reduction Techniques, including Motivational Interviewing.
- Ability to prioritize and multi-task.
- Ability to fluently speak and write in Spanish.
