Job Description:
This position provides ongoing monitoring and reviews of Subrecipients, who have been awarded State and/or Federal funds, to provide services throughout the State of Nebraska to ensure fiscal compliance with signed contracts/subawards/agreements.
The Federal Aid Administrator I will help ensure the accurate and timely liquidation of federal funds. Incumbent will ensure the maximization of federal funding, reduce overspending of State general funds, and reduce potential audit findings and repayment of federal funds.

The Federal Aid Administrator I as the Subrecipient Monitor will:
- Review State Ward Education invoices for accuracy, ensuring that DHHS is the party responsible for payment of services.
- Be responsible for collecting and reviewing monthly/quarterly invoices during the identified subaward time period to ensure that all submitted expenditures are consistent with the approved budget/narrative (ensure expenses are allowable/reasonable/allocable per 45 CFR Subpart E-Cost Principles), before submitting for payment.
- Collect and track all applicable contract deliverables have been submitted, (i.e., monthly/quarterly/semi-annual/data reports, program descriptions/protocols, disaster plans, copy of single audit/financial audit, current insurance, etc.)
- Conduct an on-site review and desk audit at least yearly with each Subrecipient, or more frequently as determined necessary.
- Communicate and coordinate with respective Program Staff regarding site visits, invoice/billing issues, compliance matters, process changes.
- Respond to internal, state, and federal auditor inquiries as needed.
Hiring Rate: $20.224
Work Schedule: Monday – Friday; 8:00 AM – 5:00 PM; or as needed to meet the needs of the work.

Location in an office in Lincoln, Omaha, Norfolk, Beatrice, or North Platte
Requirements / Qualifications:
Minimum Qualifications: High school education plus four years work experience significantly related to position's function; or Bachelor's degree in business administration, accounting, or other appropriate curriculum; or a combination of education and experience equivalent to the above requirements.
Preferred Qualifications:
- Three to five years’ experience with Children and Family Services Programming.
- Excellent history of written communication.
- Experience and history of creating policy, work instructions and regulations.
Other: Valid driver's license or the ability to provide independent authorized transportation.
Knowledge, Skills, and Abilities
The Subrecipient Monitors must be able to collect and analyze systematic data. They must also have the ability to engage with stakeholders in order to ensure compliance and accuracy in billings, spreadsheets, data reports and invoices. This position requires the ability to adapt to changing situations that occur through the federal and state standards that are being monitored for compliance. Applicants must show the ability to effectively monitor several agencies at any given time, commitment at all levels, sustainability, effective communication, and flexibility.
